DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
October 9, 2017
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called
to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn,
Lester Jantzen, Donald Splinter, Ronald Coppernoll, Mike Lieurance and Bob Keeney.
GUESTS: Chief Deputy Jack Johnson; Coroner Ron Sturmer; Steve Braun, Emergency Management and
Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office
and on the county website. Lester second by John approved the agenda with the correction of
changing the date of the approval of the minutes to September 11. John second by Mike approved the
minutes from the September 11 meeting. The September invoices and Financial Report for the
Sheriff’s Office were approved in motions by Mike and second by John. Emergency Management
invoices and Financial Report for September were approved in motions by Ron and seconded by John.
Coroner invoices and Financial Report for September were approved in motions by Bob and seconded
by Lester. All above motions carried.
Chairman Gary Ranum would like to move the agenda item titled, monthly business, bills, and any
other business which may legally be brought before the committee, to the first item to be discussed
from now on.
There were no Public Forum items or participants.
Under Sheriff’s Briefing, the total calls for service for September were 3,042 with Grant County
handling 1,414. The jail population is 50 inmates, 11 female and 39 male. Four females are currently
being housed out of county.
The officer involved shooting is still being investigated .
There is no Training to discuss.
There are no Grants to discuss
There are no Maintenance issues to discuss at this time.
Under Director’s Report, Steve updated the committee on the Mitigation Planning Project . It is moving
along and they are now making sure to outreach all the communities that had flood damage.
Steve has been working with students from University of Wisconsin Platteville on a Storm water Study
Project. He will be working with them thru December.
There was a full scale exercise held in Platteville that involved Police, Fire, EMS and the University of
Wisconsin Platteville.
The Governor approved a Disaster Declaration for the July Flood damage. This will open up public
assistance and hazardous mitigation planning. Application briefing will now take place. There will be
close to $2 million dollars awarded in federal aid.
There was only one application submitted for the Administrative Agent for the CDBG -EAP Grant. It was
moved by Don and seconded by John to approve writing the agreement and signing the contract based
on the figures passed out to the committee from Community Development Alternative, Inc. Motion
carried.
The Assistance to Firefighters Grants is winding down. There was an additional grant that has been
received by Muscoda Fire Department in the amount of $9,500.00 to purchase a Thermal Imag ing
Camera.
There is a Foam Trailer Project Grant in the amount of $50,000.00 with no match that has been offered
to us. There will be two trailers custom built. One trailer will be housed in Darlington and one will be
housed in Bloomington. It was moved by Lester and seconded by Don to approve the funding and
move forward with the grant. Motion carried.
It was moved by Donald and seconded by John to adjourn to November 13, 2017 at 10:00 a.m. Motion
carried.
