HomeMy WebLinkAboutLECminutes2-13-17GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 February 13, 2017 The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Robert Keeney, Lester Jantzen, Mike Lieurance, John Beinborn, Donald Splinter and Ronald Coppernoll. GUESTS: Sheriff Nate Dreckman, Chief Deputy Jack Johnson, Coroner Ron Sturmer, Steve Braun, and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office and on the county website. Lester second by Donald approved the agenda with the modification that Emergency Management goes first. John second by Ron approved the minutes from the December 12 meeting. The invoices and Financial Report for the Sheriff’s Office were approved in motions by John and seconded by Donald. The invoices for the Coroner were approved in motions by Mike and seconded by Donald. The invoices and Financial Report for Emergency Government were approved in motions by Donald and seconded by Ron. All above motions carried. There is no Public Forum to discuss at this time. There is no Coroner’s Report to discuss. Under Director’s Report, the payments for the July 23, 2016 flood damage were handed out and discussed. The money received from townships was close to the amount applied for. There are still a few townships waiting for payments that should come this week. Steve updated the committee on several trainings that were held and attended throughout the winter months. The melting snow caused some flooding last week. There was also water leaking into a storage room at the Sheriff’s Office. This has been repaired before with no success. Under New Business, Steve applied for a Mitigation Grant to help prepare Grant County for Natural Disasters. The amount of the grant is for $44,960.00 with a 25% match which would be $15,094.00. The match can be met in-kind for the amount of time Steve and Tonya will put into planning. It was motioned by Mike and seconded by John to send this to the Full County Board. Motion carried. Under Sheriff’s Briefing, Sheriff Dreckman discussed the activity report for the last two months. The female population in the jail has increased causing three females to be housed in Sauk County. Under Personnel, two new Male Jailers have been hired and are now training. They are replacing two Jailers who transferred to Deputy Positions. The MRAP Vehicle is still being worked on at Guy’s Truck and Tractor. Law Enforcement had a roundtable discussion with the Attorney General on Friday. The Badger State Sheriff’s Association has elected Sheriff Dreckman as the 2nd Vice President of their organization. He will be attending a conference this week in Madison to discuss current legislation. There is no Training to discuss at this time. There are no Grants to discuss at this time. There are no Maintenance issues to discuss at this time. Under New Business, Chief Deputy Johnson received car bids to purchase four 2017 Ford Explorers . The bids came in as follows: Pioneer Ford $28,480.00 Les Mack Ford $28,457.00 Fillback Ford $28,357.82 It was motioned by John and seconded by Mike to go with the lowest bid by Fillback Ford for all four vehicles. Motion carried. Chief Deputy Johnson discussed the additional costs for security for 2016 in the jail. The additional security costs were $5,933.48 and will be paid for by carryover funds to offset wages . This has already been approved. Chief Deputy Johnson would like to request for a Full-time Courthouse Security Deputy position to be created. Courthouse security by statute has to be provided by the Sheriff and is currently done by 2 part-time deputies and only on an as needed basis. This is not enough according to the Supreme Court recommendations. After sending out security surveys it was found that a majority of the courthouse staff feel that more security is needed. The Clerk of Court is willing to give $15,000.00 out of their budget for this year to offset the Sheriff’s Office budget. It was motioned by Mike and seconded by Bob to send the recommendation of a Full-time Courthouse Security Deputy Position and funding to the Executive Committee. Motion carried. Under Old Business, the 911 Software is almost completely configured; the new system will go live on March 8. The new building plans have been received and reviewed with some minor changes. The e stimate has gone down some. It was motioned by Don and seconded by Lester to adjourn to March 13, 2017 at 10:00 a.m. Motion carried.
