DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
April 11, 2017
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called
to order at 11:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn,
Donald Splinter, Ronald Coppernoll, Mike Lieurance and Bob Keeney. Lester Jantzen asked to be
excused.
GUESTS: Sheriff Nate Dreckman; Steve Braun, Emergency Government and Kelly Bird, Recording
Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office
and on the county website. Don second by Bob approved the agenda as mailed. Ron second by John
approved the minutes as amended from the March 21 meeting. The invoices and Financial Report for
the Sheriff’s Office, Coroner and Emergency Government were approved in motions by Don and
seconded by Ron. All above motions carried.
There is no Public Forum to discuss at this time.
There is no Coroner’s Report to discuss.
Under Sheriff’s Briefing the jail population has been up with an increase of female inmates.
The monthly activity was discussed.
Interviews for the Deputy position will be held on Monday, April 17.
Under Training, Chief Deputy Johnson and Sgt. Ed Breitsprecker are currently attending the American
Jail Association Conference that is being held in Orlando, Florida. This conference has a lot of
information and training for Law Enforcement and Corrections agencies.
The Grant County Sheriff’s Office will be sponsoring Motorcycle Gang training in May. The Sheriff will
notify members of the date.
Under Grants, Sheriff Dreckman notified the committee members of four grants that are available.
1. Alliant Energy has a grant in the amount of $1,900.00 to be used to purchase s imunitions
equipment. There is no match for this grant.
2. The Department of Transportation and Bureau of Transportation Safety has a grant in the
amount of $4,000.00 to be used to purchase patrol equipment. This grant has no match.
3. There is a grant available thru TRACS in the amount of $5,000.00 to be used to purchase
computer equipment for a new squad car. This grant has no match.
4. The Department of Justice has a grant in the amount of $11,650.00 with a $1,310 match to be
used to purchase items that will need to be installed for Ereferral. The Sheriff’s Office is hoping
to go paperless if the District Attorney’s Office and Clerk of Court’s Office is in agreement. The
$1,310 match can be taken from the Information Technology Expense Account.
It was motioned by John and seconded by Mike to recommend these and send them to the County
Board. Motion carried.
Under Maintenance, there have been some issued in the Sally Port with the railings and cement being
broken. Sheriff Dreckman does not want to put a lot of money into repairs due to the New Building
Project.
Under New Business, Sheriff Dreckman discussed a Physical Fitness Incentive Program for the
employees of the Sheriff’s Office. There are currently no physical fitness standards for Law
Enforcement to pass to remain certified to perform their job duties. In the future, departments may
be required to pass certain tests in order to keep their certification. If an officer is not certified they
will not be able to work as a Deputy. Sheriff Dreckman would like to get Deputies and other
employees interested in fitness and offer some kind reward after passing certain tests. Fennimore
Police Department currently has a Physical Fitness Incentive Program. It was recommended that this
should be pursued and Sheriff Dreckman should follow up with the committee.
The Annual Report was discussed.
The Grant County Sheriff’s Office received a donation from Tri-Cor Insurance in the amount of
$3,000.00 to pay for a Lexipol invoice. Lexipol is a policy making company that develops and updates
the Sheriff’s Office policy manual online.
Under Old Business, the armored vehicle is still at the auto body shop. Sheriff Dreckman will call them
to get an update on the work being done. There will be standard operating procedures put together
for the armored vehicle as well as specific drivers that will be allowed to drive the vehicle.
Under Director’s Report, Steve Braun passed out the Annual Report for discussion.
Next week is Tornado Awareness week. There will be two drills on Thursday throughout Grant County.
The Sheriff’s Office has the ability to activate all sirens in Grant County other than Cassville. They will
activate their own.
Steve is waiting on grant money to install a radio system and other items on the command bus.
Under New Business, Southwest Regional Planning was the only agency to respond to the RFP that
Steve mailed out. Steve feels comfortable working with them on the Hazmat Mitigation Plan. It was
motioned by Ron and seconded by John to contract with Southwest Regional Planning to develop the
Hazmat Mitigation Plan. Motion carried.
It was motioned by John and seconded by Mike to adjourn to May 8, 2017 at 10:00 a.m. Motion
carried.
