DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
August 14, 2017
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called
to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn,
Lester Jantzen, Donald Splinter, Ronald Coppernoll, and Bob Keeney. Mike Lieurance asked to be
excused.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Coroner Ron Sturmer; Steve Braun,
Emergency Management and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office
and on the county website. Lester second by Ron approved the agenda. Donald second by Lester
approved the minutes from the July 10 meeting. The July invoices and Financial Report for the Sheriff’s
Office were approved in motions by Bob and second by Ron. Emergency Management invoices and
Financial Report for July were approved in motions by Ron and seconded by John. Coroner invoices
and Financial Report for July were approved in motions by Donald and seconded by Lester. All above
motions carried.
There were no Public Forum items or participants.
Under Coroner’s Report, Ron Sturmer presented an IT Request for 2018. The IT Department
recommended a desktop computer in the amount of $800.00 to be purchased for the Coroner. It was
moved by John and seconded by Don to approve this and send it to the Public Property Committee.
Motion carried.
Under Sheriff’s Briefing, there was a fatal on Hwy 151 since the last meeting. There have been 6
fatalities this year.
The jail population is currently at 51 inmates with 41 being male and 10 being female.
The Sheriff and Chief Deputy will be conducting second interviews this week for the Male Jailer
position that is open.
There was an incident in Bagley over the weekend where a vehicle went off the road at the River of
Lakes Campground and ran over a tent injuring 7 people. Alcohol was a factor in the accident. Most of
the victims have been treated and released from the h ospital.
There was an incident at Holiday Gardens in Potosi where a fight broke out at a wedding reception.
Five people were arrested and a Grant County Sheriff’s Deputy received minor injuries.
Under Training, the committee was reminded of the Transition Team Training that will take place at
the Sheriff’s Office next week. This is not a meeting and no action will take place on issues discussed.
There are no Grants to discuss
Under Maintenance, there are steps outside of an entrance that is not regularly used at the Sheriff’s
Office that have been washed out and damaged from the rain. It was decided to put a Do Not Enter
sign on the door to prevent anyone from using the entrance.
Under New Business, Chief Deputy Jack Johnson presented the Public Property Request and
Information Technology Request for 2018. The total for both of these is less than the request that was
approved for 2017. It was moved by Ron and seconded by John to approve the Public Property
Request for 2018 and send it to the Public Property Committee. Motion carried.
It was moved by John and seconded by Lester to approve the Information Technology Request for 2018
and send it to the Public Property Committee. Motion carried.
The Sheriff’s Office will be at the Grant County Fair this weekend raising money for the Shop With a
Cop Back to School Event that will be held on August 21. Employees of the Sheriff’s Office will be in the
dunk tank on Friday. There will also be fingerprinting and equipment on the grounds for people to lo ok
at.
The need of a Drone Policy was discussed. There should be a policy in place for privacy reasons. A
Drone Policy should be pursued at the state level.
Under New Business, Steve and Tonya have been very busy with the flood response from the July 19-
22 rain. Castle Rock, Muscoda, Blue River, Glen Haven and some of the western part of the county
received the most damage. FEMA will be coming to assess the damage and determine if this will be a
Federal Disaster Declaration. This will be the 9th Disaster Declaration for Grant County if this is
determined.
Mitigation is being worked on for the purchase of some homes in Cassville that are in high risk flood
areas. The county will purchase the homes from the owner for the appraised value and destroy them.
These are in a low income neighborhood.
Steve would like to hire an LTE Case Manager to work with the families who have flood damage. The
funding for the position will come from Wisconsin VOAD and will not cost the county any money. The
position will be needed for 3 to 4 months and has been discussed with the Personnel Director. It was
moved by John and seconded by Ron to approve this position. Motion carried. The individual Steve
would like to hire for this position has worked for Emergency Man agement in the past. In the future, it
is hoped that a pool of volunteers will be able to help with this.
The FEMA Assistant to Fire Fighter Grants have been awarded to some departments. Patch Grove
received the biggest grant to purchase a tanker. There are still some grant applications pending.
Jake Lindauer gave a presentation on an EMS Study he has been working on. Emergency Medical
Services has changed a lot over the years. Many areas of Grant County are having issues with
recruitment. Members are retiring and calls have been increasing yearly. Paramedic access has
become available in parts of Grant County. Community EMS/Paramedic services will hopefully become
available at some point to decrease the amount an ambulance service being used. Th ere is very little
grant money available for Emergency Medical Services.
Steve presented his Public Property Request for 2018. He is requesting to purchase a ¾ ton pick -up
truck and equipment with towing capability in the amount of $39,000.00. It was mo ved by Ron and
seconded by John to approve the request and send it to the Public Property Committee. Motion
carried.
It was moved by Donald and seconded by Lester to adjourn to September 11, 2017 at 10:00 a.m.
Motion carried.
