DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
January 15, 2018
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called
to order at 10:17 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn,
Ronald Coppernoll, and Bob Keeney. Mike Lieurance, Donald Splinter and Lester Jantzen were excused
from the meeting
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Coroner Ron Sturmer; Steve Braun,
Emergency Management and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office
and on the county website. Ron second by John approved the agenda as mailed. Ron second by John
approved the minutes from the November 13 meeting. All above motions carried.
There were no Public Forum items or participants.
Coroner Ron Sturmer presented the Financials and Invoices to the committee for November and
December. It was moved by Ron and seconded by John to approve the Coroner’s invoices and
Financial Reports. Motion carried.
Under Sheriff’s Briefing, the total calls for service for November were 2,671 with Grant County
handling 1,239. The total calls for service for December were 2,683 with Grant County handling 1,268.
The jail population is 41 inmates, six female and 35 male. There was one fatal accident since the last
meeting in November. The victim was not wearing a seatbelt. There were eight total fatalities in 2017.
Kristen Oechsle has been hired as a Jailer and is doing well. There is one Male Jailer and one Female
Jailer position open at this time. It was moved by Bob and seconded by Ron to re-post the Male Jailer
position due to the quality and quantity of applicants. Motion carried. Audrey Fotzler has been hired
as a Full-Time Dispatcher. The Sheriff’s Office had a Dispatcher transfer to the Highway Department.
The Criminal Justice Program enrollment is down at SWTC. The quality of applicants is better with the
quantity being lower.
A mandatory Department Meeting was held on January 10. The meeting went well with attitude and
morale being positive.
Sheriff Dreckman discussed an incident involving Saferide where one of their driver’s was intoxicated.
Sheriff Dreckman still supports Saferide and is working with them to prevent further inciden ts.
The Shop with a Cop Christmas Shopping Event was a success. The Sheriff’s Office along with WGLR
was able to help 21 families during the holiday season.
SWAT Team call-outs have increased over the last two years. The MRAP has been used in the last
three out of five calls.
Chief Deputy Jack Johnson presented car bids to purchase four squad cars. It was moved by Ron and
seconded by John to go with the lowest bid received from Pioneer Ford in the amount of $29,025.00
for all four vehicles. Motion carried.
The demolition of the former Job Service Building was discussed. Chief Deputy Jack Johnson received a
bid not to exceed $22,000.00 from West End Salvage. The Grant County Health Department tested the
building for asbestos with results being negative. Chief Deputy Johnson will get an additional bid and
this item will be tabled until spring.
There was no Training to discuss.
There were no Grants to discuss
There were no Maintenance issues to discuss.
Fresh Start Expenses and Revenue were discussed as this account is over budget. This program is self -
funded with the cost to attend the class.
Under the Sheriff’s Office Financial Reports and invoices, the wages, benefits and salaries are all over
budget. It was decided that the Sheriff’s Office should budget more for these expense accounts. The
Canine Expense account was over budget due to the purchase of an additional K9, and Handler
Training. It was moved by Ron and seconded by John to approve the Sheriff’s Office Financial Reports
and invoices for November and December. Motion carried.
Under Emergency Management Director’s Report, Steve updated the committee on the flood recovery.
Things are going well on the Public Assistance side with the level of coordination being good with
FEMA. The Individual Assistance side is also moving along with some delay due to medical issues with
the appraiser. Cassville saw some money distributed in December with the rest being distributed in
April. There is still someone working with displaced families a couple of hours a week.
The Hazmat Mitigation Planning Grant Activities is reported to be coming along well. There have been
five input sessions held. There are grants with a 12 ½% match to help fund the purchase of two houses
in Cassville in the Bluff Street area where heavy flooding occurred.
Delta 3 is working with the Village Storm Water Study Project for a $90,000.00 project in Potosi. Steve
will mail this out to the committee members.
The City of Lancaster would like a Tornado Saferoom built by the trailer court near McDonalds. Steve
doesn’t expect this to be funded due to being ranked low in need.
There have been 40 FEMA Assistance to Firefighters Grant applications received. Steve sent out a list
of things needed to departments and they were late in their response. Steve will do his best to get the
applications in on time.
The Command Post was used at an incident in Plattevill e involving a suicidal subject. There are still
some technology needs that should be purchased. The drone with thermal imaging was also used in
the incident.
It was moved by Ron and seconded by Bob to approve the Emergency Management Financial Reports
and invoices for November and December. Motion carried.
It was moved by Bob and seconded by Ron to adjourn to March 12, 2018 at 10:00 a.m. Motion carried.
