HomeMy WebLinkAboutLECminutes10-08-18 edit 2GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 October 8, 2018 The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob Keeney and Greg Fry. Ron Coppernoll was excused. GUESTS: Sheriff Nate Dreckman; Steve Braun, Emergency Management; Shane Drinkwater, Information Technology; Coroner Ron Sturmer and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse and on the county website. John Beinborn second by Greg Fry approved the agenda with the removal of the agenda item Radio Tower Discussion. Greg Fry second by John Beinborn approved the minutes from the September 10 meeting. All above motions carried. There were no Public Forum items or participants. Coroner: Coroner Ron Sturmer notified the committee that after receiving the final numbers from the new Health Insurance plan, his 2019 Budget decreased 4.1% from 2018. Coroner Ron Sturmer presented the Financials and Invoices to the committee. Greg Fry second by John Beinborn made a motion to approve the Financials and Invoices. Motion carried. Sheriff: Under Sheriff’s Briefing, the total calls for service for August were 2,763 with Grant County handling 1,194. The jail population was at 55 inmates and has been up for the last couple of months. A squad was rear ended by an intoxicated driver. The Deputy was not in the squad at the time of the incident but received some minor injuries while avoiding the collision. The vehicle is a total loss. The Sheriff’s Office will partner with ADRC at Elderfest for a Drug Take Back event. Under Personnel Updates, 15 applicants were interviewed for the vacant male and female jailer positions. Jailer Andrew Nelson has been promoted to Deputy. Deputy Adam Day has transferred to a Detective position. After a discussion about overtime John Beinborn requested a report for next month on the breakdown of overtime hours for each employee. There were no new updates to report on the New Facility. There was no training to discuss. There were no grants to discuss. Under Maintenance, there were no current issues. A Carryover Request was discussed. The committee recommended the Sheriff include the requested expenditures and funding sources be included in the regular 2019 budget. Further discussion, if necessary, will be included in the November 2018 committee agenda. The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Greg Fry made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Under Emergency Management Director’s Report, it has been an active month due to flooding. Damage costs from area townships for flooding on September 19 and October 1 were passed out. Most of these will be covered by FEMA. The Swiftwater Rescue Team received several grants to purchase inflatable rescue boats and a number of dry suits. Dickeyville and Boscobel will be housing the boats and Lancaster will be getting the dry suits. Grant money is expected to be available for the purchase of motors for the boats. The Assistance to Firefighter Grants application process has opened up. Applications are due October 26. Most Fire Departments will apply. Bids have been received for three streambank stabilization projects funded by a grant from USDA/Natural Resources Conservation Service. Bailie Excavating had the low bid for the Brinkman Site on Duchein Street and the Reed site on Highway 133 in Cassville. The low bid on the Reding Site on Farnuff Road was Friederick Excavating. The property owners are responsible for 25% of the cost of the project and 75% will be reimbursed from NRCS. John Beinborn second by Greg Fry made a motion to authorize County Chairman Keeney to contract with the low bidders, and if any bids fall through to move to the second lowest bidder. Motion carried. Emergency Management’s Invoices and Financials were presented. Greg Fry second by John Beinborn made a motion to approve the Financials and Invoices. Motion carried. The committee did an update/inspection tour of the Law Enforcement/Emergency Management/Coroner portions of the new facility following the conclusion of other official business.
