HomeMy WebLinkAboutLECminutes12-10-18GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 December 10, 2018 The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob Keeney, Ron Coppernoll and Greg Fry. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management; Coroner Ron Sturmer; Coroner Phyllis Fuerstenberg; Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse and on the county website. John Beinborn second by Greg Fry approved the amended agenda as mailed. Ron Coppernoll second by Greg Fry approved the minutes from the November 5 meeting with one correction. All above motions carried. There were no Public Forum items or participants. Coroner: Coroner Ron Sturmer introduced Phyllis Fuerstenberg who will be taking his place as Coroner when he retires at the end of this year. Coroner Sturmer was thanked by the committee for all his years of serving Grant County as Coroner. The Coroner’s Invoices and Financials were presented. Greg Fry second by Ron Coppernoll made a motion to accept the Invoices and Financials. Motion carried. Sheriff: Under Sheriff’s Briefing, the total calls for service for November were 2,979 with Grant County handling 1,228. There were 4,381 non-emergency calls and 1,171 emergency calls. The jail population was at 47 inmates, seven female and 40 male. The jail population consisted of 21 sentenced inmates, seven inmates being held for probation and 22 inmates were awaiting trial. Under Personnel Updates, the new Maintenance Worker Dan Kliebenstein started on December 3 and is doing very well. The annual Shop With A Cop Christmas Event will take place this Thursday. Twelve families will be helped this year with over $4,000.00 being raised for the event. The Sheriff’s Office would like to thank Gooch’s Greenhouse of Kieler for holding a fundraiser and donating over $3,500.00 to go towards Shop With A Cop. The Holiday Auction helped raise around $16,500.00 to help with various programs throughout the year as well as the Shop With A Cop Program. The Sheriff’s Office has also adopted two families that are in need this holiday season. Items will be purchased by employees and then delivered to the families by a Deputy. Greg Fry second by Ron Coppernoll made a motion to accept the Sheriff’s Briefing. Motion carried. Sheriff Dreckman reviewed the Chaplain Program Policy with the committee. Jailer Karen Walls is the coordinator for the program and reached out to several churches in all areas of the county. We are hoping for four or five Chaplain’s to be interested in participating in the program. A meeting will be held on December 18 to discuss this more. The Chaplain’s will be utilized for support in death notification, critical incidents and employee support and wellness. Chief Deputy Jack Johnson would like to table the agenda items, placement of Captain/Jail Administrator on the wage scale for 2019 and placement of Detective Sergeant on the wage scale for 2019 at this time. Under the New Facility Report, a Soft Interview room will now be a Maintenance Room with water and storage space available. There will also be a change in the placement of the Televisions in the Master Control area in the Jail portion of the building. The changes will be of minimum cost to the county. The boilers will be started sometime this week and the building will have permanent heat. The tower placement is good. Bids and proposals for the Radio System and move will be taking place by the end of the year. Under Training, the Sheriff’s Office will be hosting a Traffic Incident Management Enhancement Program Training in January. This training is for first responders and has had positive feedback throughout the state. Under Grants, the Sheriff’s Office was awarded $2,500.00 from the Department of Transportation Safety and Bureau of Transportation Safety for the purchase of Preliminary Breath Test with no match. The Sheriff’s Office also applied for a grant in the amount of $8,598.00 with a $2,866.00 match for the purchase of Laptops for Squad Cars. The match has already been met through the purchase of Laptops. John Beinborn second by Greg Fry made a motion to send both grants to the Full County Board. Motion carried. Under Maintenance, there were no current issues. The Sheriff’s Office Invoices and Financials were presented. Ron Coppernoll second by Bob Keeney made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Under Emergency Management Director’s Report, Steve was notified that the Wisconsin Disaster Funds are exhausted. Claims for 2017 have been paid and no payments have been issued for 2018. Emergency Government will be asking legislation to add more money to the budget for the 2018 claims that have not been paid. Steve and Tonya are closing out grant applications and expenses for 2018. This involves a lot of documentation for training and supplies for the year. The Foam Trailer construction will start in January and will be done by Klondyke Welding. A large trailer will be housed in Blooming with the smaller trailer being housed in Darlington. Steve attended a Rural EMS Meeting in Boscobel to discuss issues facing EMS. Dailey coverage in many areas of the county is an issue. Small villages are struggling the most. More people are working outside of the household and places of employment are not willing to let them leave their jobs for EMS calls. Some hospitals are offering ambulance services. The legislation has been taking some positive steps to help with the issue. John Beinborn second by Greg Fry made a motion to accept the Emergency Management Director’s Report. Motion carried. Emergency Management’s Invoices and Financials were presented. John Beinborn second by Greg Fry made a motion to approve the Financials and Invoices. Motion carried. The committee did an update/inspection tour of the Law Enforcement/Emergency Management/Coroner portions of the new facility following the conclusion of other official business.
