HomeMy WebLinkAboutLECminutes3-12-18 (edit)GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 March 12, 2018 The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Ronald Coppernoll, Bob Keeney, Mike Lieurance, Donald Splinter and Lester Jantzen. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Coroner Ron Sturmer; Steve Braun, Emergency Management and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office and on the county website. John second by Lester approved the agenda as mailed. Ron second by Mike approved the minutes from the January 15 meeting. All above motions carried. There were no Public Forum items or participants. Coroner Ron Sturmer presented the Financials and Invoices to the committee for January and February. It was moved by Mike and seconded by Donald to approve the Coroner’s invoices and Financial Reports. Motion carried. Coroner Ron Sturmer has announced his retirement. There was some discussion about hiring a Medical Examiner versus a Coroner being elected to fill the position. Coroner Sturmer currently has two Deputy Coroner’s under him and averages 950 hours a year not including phone ca lls and typing reports. The Coroner’s office is out of his home. Autopsies are done through the University of Wisconsin Pathology Department in Madison. The Medical Examiner position would be more costly and need additional staffing (as well as a place to do autopsies, if we were to go with a forensic pathologist as Medical Examiner). There has been interest by some to run for Coroner. The current system works well and there is no mandated training required prior to election. It was moved by John and seconded by Donald to recommend to the Executive Committee that a Coroner be elected after Ron’s retirement. Motion carried. Under Sheriff’s Briefing, the total calls for service for January were 2,533 with Grant County handling 1,235. The total calls for service for February were 2,250 with Grant County handling 1,107. The jail population is 30 inmates, six female and 24 male. There was an incident in February where a 14 year old called in false information to the Sheriff’s Office and listened to the response on the scanner. Sixteen units were sent to the location. The Sheriff’s Office will try to get reimbursement for some of the cost to the county. Charges have been referred to Social Services. The second round of interviews for the Male Jailer p osition are being held tomorrow. Deputy Andy Smith and Deputy Mason Nemitz will be attending a Post Critical Incident Seminar in Georgia at no cost. Sheriff Dreckman is working on a Chaplain Program for the Sheriff’s Office. There are two Chaplains that are interested. Sheriff Dreckman spoke to schools in Grant County that do not have their own Law Enforcement available about providing office space to our Deputies where they could type reports and have a random presence in the school. River Ridge, Potosi and Cassville schools are in support of this and feel it would help with security. The Grant County Law Enforcement Memorial will be held on Wednesday, May 16 at 3:00 pm. The Honor Guard will be returning that day from Washington DC where they will be representing Officer Eric Lyons. Deputy Dan Reuter was asked to attend the Wisconsin Law Enforcement Memorial in Madison and lay a wreath in honor of his father. Chief Deputy Jack Johnson requested to raise the fee to hire a Special Events Deputy from $21.00 to $25.00 an hour. The Special Events Deputies get paid the Deputy Starting Wage from Grant County which is $21.68 an hour. It was requested that Chief Deputy Johnson put together a fiscal impact to make sure $25.00 will be enough to cover the cost to hire the Special Events Deputy. It was moved by Bob and seconded by John to postpone this item to next month. Motion carried. Grant County may receive Opioid Litigation money. It was moved by Mike and seconded by Ron to earmark this money to be used towards drug abuse prevention and treatment. Motion carried. There was no Training to discuss. There were no Grants to discuss. Under Maintenance there have not been any additional bids on tearing down the old job service building. The building is currently used for training. Chief Deputy Johnson continues to seek an additional bid. The Sheriff’s Office Financial Reports and invoices for January and February were presented to the committee. It was moved by Donald and seconded by John to approve the Sheriff’s Office invoices and Financial Reports. Motion carried. Under Emergency Management Director’s Report, Steve notified the committee of a grant for a Hazmat Technician Class in the amount of $10,566.00 with no match. It was moved by Lester and seconded by John to send this to the Full County Board. Motion carried. The FEMA Assistance to Firefighters Grant Application period has ended. There were 37 applications submitted with 4.8 million dollars in equipment and vehicles requested. Steve is working on getting the Swiftwater Rescue Training established. The location will be Iron Mountain, WI. This training will be funded by grant money. Baker Iron Works will finalize the design for the Grain Bin Rescue Training Trailer. This will be used for training and demonstrations and be housed at Southwest Wisconsin Technical College. Steve updated the committee on the flood recovery. Things are going well on the Public Assistance side and people will start receiving checks soon. The Hazard Mitigation Planning Grant Activities is reported to be coming along well. There are four homes that have been purchased that were in the flood plain. Three homes are in Potosi and one is in Cassville. Steve is working with Cassville and Potosi to apply for a Hazard Mitigation Grant to pay for the demolishing of the homes. Plans are for a storm water retention area to be built where the homes were located. There were some prior grants acquired for the purchase of some property in Glen Haven and Potosi. That process is moving forward. The amount that Emergency Management pays for rental property to the Lancaster Fire Department has increased. Steve will see some reimbursement of this money. It was moved by Ron and seconded by Lester to approve the Emergency Management Financial Reports and invoices for January and February. Motion carried. The committee toured the new facility.
