DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
January 14, 2019
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to
order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob
Keeney, Ron Coppernoll and Greg Fry.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management;
Coroner Phyllis Fuerstenberg; Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse
and on the county website. John Beinborn second by Greg Fry approved the agenda as mailed. Ron
Coppernoll second by John Beinborn approved the minutes from the December 10 meeting. All above
motions carried.
There were no Public Forum items or participants.
Coroner:
Coroner Phyllis Fuerstenberg passed out a report of all calls for 2018 with a comparison to 2017.
The Coroner’s Invoices and Financials were presented. Bob Keeney second by Greg Fry made a motion
to accept the Invoices and Financials. Motion carried.
Sheriff:
Under Sheriff’s Briefing, the total calls for service for December were 2,671 with Grant County handling
1,105. There were 4,492 non-emergency calls and 863 emergency calls. The jail population was at 53
inmates, three female and 45 male. The jail population consisted of 22 sentenced inmates, 11 inmates
being held for probation and 20 inmates were awaiting trial. There were 81 bookings for the month of
December.
Under Personnel Updates, Jordan Scott and Andrea Mumm have been hired as Jailers. There have been
two other conditional offers made. This will meet the staffing needs for the jail at the New Facility.
Sheriff Dreckman notified the committee that 17 pastors have expressed interest in the Chaplain
Program. Those interested are in the process of filling out an application. A list of applicants will
become available for review.
The Humane Society Contract has been signed and renewed for three years. This will be forwarded to
the Ag/Extension Committee.
Summit is now providing meals for the inmates and the service is going well. Next month the members
of the committee will be served a meal.
Things are moving forward at the New Facility with a move date somewhere around May or June for the
Sheriff’s Office.
There were no Training events to discuss.
There were no Grants to discuss.
Under Maintenance, the air conditioner in the kitchen froze up. It is in the process of being repaired.
The Sheriff’s Office Invoices and Financials were presented. Greg Fry second by Ron Coppernoll made a
motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Under Emergency Management Director’s Report, Steve and Tonya have been working on paperwork to
close out 2018 projects.
The Emergency Medical Services Work Group met in December to discuss challenges that volunteers are
facing. It was suggested that municipalities and elected officials become involve with this ongoing issue.
The FEMA Assistance to Firefighter Grants has been pushed back due to the government shutdown.
Two out of the three NRCS projects have been completed with the third one being finished in the spring.
There is a NRCS Streambank Stabilization Project on Hippy Hollow Road Steve would like to sponsor the
grant application for. The repairs will cost around $20,000.00 with no cost to the county. It was
motioned by Ron Coppernoll second by John Beinborn to sponsor the grant application and forward this
to the Housing Authority. Motion carried.
Emergency Management’s Invoices and Financials were presented. Ron Coppernoll second by Greg Fry
made a motion to approve the Financials and Invoices. Motion carried.
The committee did an update/inspection tour of the Law Enforcement/Emergency
Management/Coroner portions of the new facility following the conclusion of other official business.
John Beinborn second by Greg Fry made a motion to adjourn to February 11, 2019 at 10:00 a.m. Motion
carried.
