DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

December 9, 2019
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to
order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob
Keeney, Greg Fry and Pat Schroeder.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management;
Shane Drinkwater, Information Technology and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, and
Courthouse and on the county website. John Beinborn second by Bob Keeney approved the agenda. Pat
Schroeder second by John Beinborn approved the minutes from the November 12 meeting. All above
motions carried.
There were no Public Forum participants present.
Coroner:
Coroner Phyllis Fuerstenberg was not present.
The Coroner’s Invoices and Financials were emailed to the committee members. Pat Schroeder second
by Bob Keeney made a motion to accept the Invoices and Financials. Motion carried.
Sheriff:
Under Sheriff’s Briefing, the total calls for service in November were 2,866 with Grant County handling
1,327. There were 4,823 non-emergency calls and 911 emergency calls. The jail population was at 51
inmates in house, 10 female and 38 male. One inmate is on the Electronic Monitoring Program and two
are Huber Transfers. The jail population consisted of 22 sentenced inmates, 12 inmates being held for
probation 16 inmates were awaiting trial. There were 82 bookings for the month of November.
After review from Corporation Counsel, contracts to house inmates from the Department of Corrections
have been signed. Initially Grant County agreed to house up to 10 inmates and move up to 20 inmates
in the future.
Detective Adam Day who is working with Internet Crimes Against Children made an arrest in Boscobel.
Under Personnel, a female is undergoing the background process for the Jailer position. Second
interviews for the two Male Jailer positions have been scheduled.
The Shop With A Cop event will be held on December 13 at Wal-Mart in Platteville. Pat Schroeder
offered to donate cheese and milk for the meal following the event. Gooch’s Greenhouse donated
$4,100.00 for the event and there was around $13,000.00 raised during the silent auction with WGLR
over the weekend. Donnie’s Tire also donated.
Sheriff Dreckman will be attending the National Sheriff’s Association Conference in February with no
cost to the county. Greg Fry second by John Beinborn made a motion to accept the Sheriff’s Briefing.
Motion carried.
The radio system upgrade to increase service to 96% was discussed. The main tower needs to be built in
order to be able to vacate the old one. Pat Schroeder second by Greg Fry made a motion to work with
RACOM on a quote for the new tower. Motion carried.
There have been some complaints about the trees that were cut down by the Community Services
Building. They will be cleaned up soon.
Erica Traver who was previously a Dispatcher has replaced Luann Bendorf at the Administrative
Assistant I position. It is requested that she start at Step 5 instead of Step 2 as stated in the policy. She
has 7 years of experience Dispatching and required very little training for the position. The fiscal impact
would be a savings of $8,700.00. There will also be additional savings by filling her Dispatch position
with Steve McKillip who will be starting at the minimum rate. Pat Schroeder motioned to start Erica
Traver at Step 5 for the Administrative Assistant I position with no second motion. John Beinborn
second by Bob Keeney made a motion to start Erica Traver at Step 3 for the Administrative Assistant I
position. Roll call vote carried the motion 4 to 1 with Pat Schroeder voting no.
Under New Facility, there is not an update on the issue with the front doors. The current front doors at
the Community Services Building will not open nor will the handicap button work when it is windy
outside. Information received from the Architect was misleading. It has been estimated at around
$10,000.00 to replace the existing doors with sliding doors that will fit in the same frame.
There were no Training events to discuss.
There were no Grants to discuss.
Under Maintenance, there have been issues with the boilers not working properly at the Community
Services Building causing the heat to not work. Giese’s and DPH have both been called to repair them.
Information was received that there have been a recall on these boilers due to leaking.
The Dishwasher breaker in the kitchen has blown several times causing a water leak in the jail.
Maintenance will call the manufacturer.
There is a water leak in the jail due to a cracked valve in one of the fixtures. Riley’s repaired the cracked
valve temporarily. A piece was ordered to fix the problem permanently.
Contracts for Summit Foods to prepare inmate meals for Richland County and Crawford County jails
have been approved. This will generate around $13,000.00 a year in revenue for Grant County. Sheriff
Dreckman is also working on staff being able to purchase meals.
The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Greg Fry made a
motion to accept the Invoices and Financials. Motions carried.
Emergency Management:
Under Emergency Management Director’s Report, Steve stated that there have been six different events
in 2019 for the Wisconsin Disaster Fund. A sheet was passed out listing current villages that have
submitted claims. Steve feels a majority of these will be paid out. Steve and Tonya are also working on
end of year close outs.
Steve is prepared for an auction to sell vehicles at the first of the year. The revenue from the auction
will be for 2019.
The Assistance to Firefighter Grants is still being processed and there is no due date yet.
Greg Fry second by Pat Schroeder made a motion to accept the Emergency Director’s Report. Motion
carried.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Greg Fry
made a motion to approve the Financials and Invoices. Motion carried.
IT Director, Shane Drinkwater was present to notify the committee on the status of the 911 update. We
are primarily waiting on TDS and their timeline. It could take as long as six months for the 911 update to
be completed. There is no other option than having to work with TDS at this time.
Committee members will tour the jail as well as be provided with a meal from Summit Foods at next
month’s meeting.
John Beinborn second by Greg Fry made a motion to adjourn until January 13, 2020 at 10:00 a.m. at the
Grant County Community Services Building. Motion carried.
