DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
March 11, 2019
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to
order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob
Keeney, Ron Coppernoll and Greg Fry.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management;
Coroner Phyllis Fuerstenberg; Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse
and on the county website. John Beinborn second by Ron Coppernoll approved the agenda as mailed.
John Beinborn second by Greg Fry approved the minutes from the February 11 meeting. All above
motions carried.
There were no Public Forum items or participants.
Coroner:
Coroner Phyllis Fuerstenberg notified the committee of a credit from TDS on the invoices that were
passed out. She does not know how to obtain it and will call them. The Coroner purchased additional
body bags that were more expensive. These body bags are more durable and will not break or crumble
in cold weather.
Coroner Fuerstenberg is the Chief of West Grant Rescue Squad. The West Grant Rescue Squad will have
a used cot for sale and is willing to sell it for $2,000.00. There may be some additional expenses. Phyllis
will speak with Corporation Counsel of a possible conflict of interest due to her being the Coroner and
update the committee next month.
John Beinborn second by Greg Fry made a motion to accept the Coroner’s Report. Motion carried.
The Coroner’s Invoices and Financials were presented. Ron Coppernoll second by Greg Fry made a
motion to accept the Invoices and Financials. Motion carried.
Sheriff:
Under Sheriff’s Briefing, the total calls for service in February were 2,674 with Grant County handling
1,222. There were 4,720 non-emergency calls and 962 emergency calls. The jail population was at 56
inmates, 11 female and 45 male. The jail population consisted of 22 sentenced inmates, 18 inmates
being held for probation and 16 inmates were awaiting trial. There were 89 bookings for the month of
February.
The Citizens Academy will be put on hold until April. There were only six applicants. There will be some
recruiting to receive more applicants. It is hoped to get at least 10 applicants for the academy.
Tri-Core donated over $3,000.00 to pay for the Lexipol invoice. Lexipol updates the policy manual.
When the manual is updated, employees receive an email notifying them. They can then log in and read
the update. This will also verify which employees have read the policy updates. Tri-Core is also offering
to help with the policy update expense for the Jail when it takes place.
Sheriff Dreckman will complete the Annual Report and email it to each committee member.
Under Personnel there is still one position for a Male Jailer open. There are 20 applicants and interviews
will be scheduled soon. Three Jailers attended and graduated from the Dane County Jail Academy.
John Beinborn second by Ron Coppernoll made a motion to accept the Sheriff’s Briefing. Motion
carried.
Under New Facility, Sheriff Dreckman and Chief Deputy Johnson met with the Wepking’s who are the
owners of the property adjoining the proposed site of the new radio tower at the New Facility. It was
proposed to lease the space to be in compliance with the Tower Ordinance. The Wepking’s need to
discuss this with another trust member before a decision is made.
Tower vendors and radio providers will need to be contacted to see if the ACT Line going through the
property will have an effect on anything.
There were no Training events to discuss.
There were no Grants to discuss.
Under Maintenance, there is now a portable air conditioner in the server room. There were
complications when trying to repair the one that was damaged when the power went out. Chief Deputy
Johnson will check to see if the insurance company will pay for some of the repair expenses.
Dan Kliebenstein, the new Maintenance Worker will start cleaning the New Facility next week..
The Sheriff’s Office Invoices and Financials were presented. Greg Fry second by Ron Coppernoll made a
motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Under Emergency Management Director’s Report, Steve and Tonya have been preparing for the flood
conditions. There is a large stock of sand bags on hand and Steve will start delivering them. In the past
they have not charged for the cost of sand bags but this may change this year. Steve will meet with
villages and townships that will be affected by the flooding. Cassville has the worst case scenario.
Volunteering and the management of the volunteers will be very important. There are state statutes to
follow to get reimbursement for this. Steve will also be coordinating with the railroad.
The SIMCOM Exercise for 2019 is a statewide exercise that will test mobile vehicles. There will be a
satellite site in Grant County. There is a grant in the amount of $500.00 for the expenses for the satellite
site with no match. Greg Fry second by Ron Coppernoll made a motion to send this to the Full County
Board. Motion carried.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Greg Fry
made a motion to approve the Financials and Invoices. Motion carried.
The committee did an update/inspection tour of the Law Enforcement/Emergency
Management/Coroner portions of the new facility following the conclusion of other official business.
Greg Fry second by John Beinborn made a motion to adjourn until April 8, 2019 at 10:00 a.m. Motion
carried.
