HomeMy WebLinkAboutLECminutes5-13-19GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 May 13, 2019 The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order at 10:10 a.m. by Chairman Gary Ranum. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob Keeney, and Greg Fry. Ron Coppernoll was excused. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Captain Tony Sheckles; Shane Drinkwater, Information Technology; Steve Braun, Emergency Management; Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse and on the county website. John Beinborn second by Bob Keeney approved the amended agenda. Greg Fry second by John Beinborn approved the minutes from the April 8 meeting. All above motions carried. There were no Public Forum items or participants. Coroner: Coroner Phyllis Fuerstenberg reported that she has been very busy and there has been an increase in autopsies compared to last year at this time. The Coroner’s Invoices and Financials were presented. John Beinborn second by Greg Fry made a motion to accept the Invoices and Financials. Motion carried. Sheriff: Under Sheriff’s Briefing, the total calls for service in April were 3,055 with Grant County handling 1,222. The jail population was at 42 inmates, seven female and 35 male. The jail population consisted of 22 sentenced inmates, seven inmates being held for probation and 19 inmates were awaiting trial. There were 110 bookings for the month of April. A new Conservation Warden, Pearl Worden was introduced to the committee. She will be working primarily in the southern part of the county. Under Personnel, there are currently three Jailer Positions open, two female and one male. Interviews are in process. Corporation Counsel Ben Wood drafted a Marijuana Ordinance. Sheriff Dreckman would like to put this on hold due to lack of support from department heads. Chief Deputy Jack Johnson expressed the need to hire an LTE Clerical position to do inventory for all the equipment and furniture within the Law Enforcement Center at the Grant County Community Services Building. Greg Fry second by John Beinborn approved hiring an LTE Clerical position with a cap of 29 weeks to do inventory for the Law Enforcement Center at the Grant County Community Services Building. Motion carried. Captain Sheckles notified the committee of the selection of Racom for the radio system update starting June 1. Captain Sheckles and Shane Drinkwater updated the committee on the 911 System move to the new facility. The current 911 System that was purchased through CenturyLink does not work properly and customer service has been inadequate. Shane Drinkwater and Captain Sheckles would like to purchase and run a separate system at the new building. Central Square is a company the Sheriff’s Office purchased their Records Management System through. This system is easy to understand and use and the customer service is excellent. Central Square offers a 911 product for $204,000.00 and a mapping product for $56,000.00 and both are next generation. It was asked to purchase these two products with some of the money that was to be used to build the new tower, which has been put on hold due to location. Greg Fry second by John Beinborn made a motion to move forward with the purchase of the 911 product and Mapping product from Central Square using some of the money that was intended for the new tower. Motion carried. Under New Facility, Chief Deputy Johnson stated the new building is coming along nicely and much of the new furniture is now in place. There were no Training events to discuss. Under Grants, Sheriff Dreckman presented a grant in the amount of $10,870.60 with no match for the purchase of Telephonic-Assisted CPR training and equipment. This training is now required for all Dispatchers. The Sheriff’s Office won a grant in the amount of $4,000.00 with no match from the Department of Transportation. Sheriff Dreckman would like to use this money to purchase three body cameras. John Beinborn second by Greg Fry approved to send both grants to the Full County Board. Motion carried. Under Maintenance, the new cleaning equipment arrived. Chief Deputy Johnson is working on the new Maintenance Policy. The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Greg Fry made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Under Emergency Management Director’s Report, Steve Braun updated the committee on the Mississippi River flooding. Many problems were eliminated through mitigation and there was not a lot of damage. There was Swiftwater Training over the weekend. There is a two day Public Information Officer Training coming up. Emergency Management’s Invoices and Financials were presented. John Beinborn second by Greg Fry made a motion to approve the Financials and Invoices. Motion carried. The committee did an update/inspection tour of the Law Enforcement/Emergency Management/Coroner portions of the new facility. John Beinborn second by Bob Keeney made a motion to adjourn until June 10, 2019 at 10:00 a.m. at the New Facility. Motion carried.
