DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER

June 10, 2019
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to
order at 10:04 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob
Keeney, Greg Fry and Pat Schroeder.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management;
Coroner Phyllis Fuerstenberg; Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse
and on the county website. John Beinborn second by Greg Fry approved the agenda. Greg Fry second by
John Beinborn approved the minutes from the May 13 meeting. All above motions carried.
There were no Public Forum items or participants.
Coroner:
Coroner Phyllis Fuerstenberg notified the committee of a credit received from TDS for $80.00 in the
form of a debit card. TDS does not give cash or check for credits. This is being used to pay for postage
for the Coroner’s Office.
The Coroner’s Invoices and Financials were presented. Pat Schroeder second by Greg Fry made a
motion to accept the Invoices and Financials. Motion carried.
Sheriff:
Under Sheriff’s Briefing, the total calls for service in May were 3,244 with Grant County handling 1,471.
There were 5,049 non-emergency calls and 897 emergency calls. The jail population was at 46 inmates,
seven female and 39 male. The jail population consisted of 15 sentenced inmates, 13 inmates being
held for probation and 18 inmates were awaiting trial. There were 104 bookings for the month of April.
There was a fatal motorcycle accident on May 4.
Under Personnel, second interviews were completed for Female Jailer Positions. The background
investigation process will be started on three of the applicants. The third female will be hired to fill the
open Male Jailer Position. There needs to be only one male per shift working. This will complete the
staffing needs for the jail. Corporal interviews will be held next week. The LTE Clerical (Inventory Clerk)
Position has been filled by Kate Nusbaum of Potosi and she has begun taking inventory at the Grant
County Community Services Building.
Sheriff Dreckman discussed the need to make the Jailer’s retirement status Protective. Law
Enforcement has a Protective retirement status due to the nature of their profession. Jailers in
surrounding counties have Protective status also. We are having a difficult time getting applicants and
keeping good employees due to Grant County not having their Jailers as Protective retirement status.
This has been discussed in the past and turned down due to the fiscal impact. It was asked that the
committee review information passed out explaining the need for this for later consideration. Sheriff
Dreckman will have an updated analysis and fiscal impact to bring to the committee for discussion next
month.
Captain Sheckles notified the committee of the selection of Racom for the radio system update starting
June 1.
Under New Facility, Chief Deputy Johnson stated the new building is coming along well with only minor
problems. Chief Deputy Jack Johnson is very satisfied with Racom. They have visited all the tower sites
and did an overview of them for the radio upgrade. Maintenance contracts will be signed soon.
There were no Training events to discuss.
There were not Grants to discuss.
Under Maintenance, there have been some problems with the air conditioner in the old facility needing
Freon. The issue has been fixed for now. The Maintenance Policy for the Community Services Building
is being circulated to the Department Heads for review.
The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Greg Fry made a
motion to accept the Financials. Greg Fry second by Bob Keeney made a motion to accept the Invoices.
Motions carried.
Emergency Management:
Under Emergency Management Director’s Report, Steve Braun requested the committee to approve the
contract for WI Hazmat Response System Services for 2019-2021. The contract has been reviewed by
Corporation Counsel with no changes. John Beinborn second by Greg Fry made a motion to approve the
contract and send it to the Full County Board. Motion carried.
Emergency Management’s Invoices and Financials were presented. Pat Schroeder second by John
Beinborn made a motion to approve the Financials and Invoices. Motion carried.
John Beinborn second by Greg Fry made a motion to adjourn until July 8, 2019 at 10:00 a.m. at the Grant
County Community Services Building. Motion carried.
