HomeMy WebLinkAboutLECminutes7-08-19GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 July 8, 2019 The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Bob Keeney, Greg Fry and Pat Schroeder. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management; Coroner Phyllis Fuerstenberg; Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Sheriff’s Office, Courthouse and on the county website. Greg Fry second by Pat Schroeder approved the agenda. Pat Schroeder second by John Beinborn approved the minutes from the June 10 meeting. All above motions carried. There were no Public Forum items or participants. Coroner: Coroner Phyllis Fuerstenberg notified the committee of a rate increase for autopsies done by University of Wisconsin Hospital and Clinics. The price will almost double. Toxicology reports will also increase. Coroner Fuerstenberg will explore other options for discussion next month. The Coroner is going to be a member of the Wisconsin State Lab of Hygiene’s Coroner/Medical Examiner User’s Group. This will be of no cost to the county. John Beinborn second by Greg Fry made a motion to accept the Coroner’s Report. Motion carried. The Coroner’s Invoices and Financials were presented. Pat Schroeder second by John Beinborn made a motion to accept the Invoices and Financials. Motion carried. Sheriff: Under Sheriff’s Briefing, the total calls for service in June were 3,139 with Grant County handling 1,445. There were 5,273 non-emergency calls and 987 emergency calls. The jail population was at 46 inmates, nine female and 37 male. The jail population consisted of 15 sentenced inmates, 13 inmates being held for probation and 18 inmates were awaiting trial. There were 109 bookings for the month of June. Sheriff Dreckman would like to compliment the Jail Nurse Kessa Klaas for finding an outside source to pay for expensive HIV Medications needed by one of the inmates. There was a fatal motorcycle accident June 1 on Highway 151. Under Personnel, Cassara Bray has been hired to fill one of the Female Jailer positions. An additional female is going through the background process. The Male Jailer Position has been reopened and posted. Sheriff Dreckman notified the committee of $38,000.00 in revenue the Sheriff’s Office will receive from selling two ATV/UTV’s that were purchased on the Military Surplus Website. Sheriff Dreckman would like to use this money to purchase a new vehicle for Captain Sheckles. The money left over after the vehicle purchase along with the money that was received for the sale of the generators will be used to offset the cost to upgrade the repeater system. This will help solve a lot of the issues with the radio system. Chief Deputy Johnson spoke with Finance Director Nancy Scott for the approval process to spend this money. Approval is not needed due to staying within the budget. Greg Fry second by Pat Schroeder made a motion to accept the Sheriff’s Report. Motion carried. Sheriff Dreckman discussed the issue of having Protective Retirement Status for the Jailer’s. The fiscal impact would be $40,345.00. This would help Grant County retain good employees that we have trained. The cost of training a Jailer is around $15,000.00. Current Jailers were present to talk about the importance of this. The Protective Retirement Status provides for an earlier retirement age due to the high risk job duties. All surrounding counties participate in this currently. The increase in revenue from housing out of county inmates will help offset the budget for this expense. Pat Schroeder second by Bob Keeney made a motion to send this to the Executive Committee. Motion passed with Greg Fry and John Beinborn voting no. The Corporal Wage Scale Placement was discussed next. Sheriff Dreckman feels that the Corporals and Sergeants have similar job duties and both Corporals should be placed at the rate that puts them 5% above the highest paid Jailer. The Corporals will provide supervision during evening hours and the Captain-Jail Administrator will provide supervision during the day hours. This item will be discussed at the Executive Committee tomorrow. Sheriff Dreckman requested that the Huber Fee Rate be increased from $15.00 a day to $20.00 a day. This would make the weekly Huber Payment $140.00 with a $280.00 payment up front required. This will put us on the same level as surrounding counties. John Beinborn second by Greg Fry made a motion to approve the Huber Fee Rate Increase. Motion carried. Under New Facility, Chief Deputy Johnson stated the new building is coming along well with finishing touches and minor corrections now being done. There were no Training events to discuss. There were no Grants to discuss. Under Maintenance, there have been some problems with the air conditioner in the old facility. We are hoping to make it through until the move in September. The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Greg Fry made a motion to accept the Invoices and Financials. Motions carried. Emergency Management: Under Emergency Management Director’s Report, Steve and Tonya are partially moved over to the Community Services Building. Between six and eight inches of rain caused a train derailment in Glen Haven at the end of June. Steve has been working with townships to apply for state aid. Swiftwater Training was provided in Iron Mountain. This was funded by the Assistant to Firefighters Grant. A Grain Bin Rescue was successful using the new Grain Bin Rescue Equipment. John Beinborn second by Greg Fry made a motion to accept the Director’s Report. Motion carried. Emergency Management’s Invoices and Financials were presented. Pat Schroeder second by Bob Keeney made a motion to approve the Financials and Invoices. Motion carried. John Beinborn second by Greg Fry made a motion to adjourn until August 12, 2019 at 10:00 a.m. at the Grant County Community Services Building. Motion carried.
