HomeMy WebLinkAboutLECminutes9-14-20GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 September 14, 2020 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 10:00 a.m. via Zoom by Chairman Roger Guthrie. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Gary Ranum, John Beinborn, Greg Fry, Porter Wagner, Robert Keeney and Gary Northouse. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Garry Pluemer, Facilities Maintenance Manager; Joyce Roling, Personnel Director and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. Porter Wagner second by Gary Ranum approved the agenda. Gary Ranum second by John Beinborn approved the minutes from the July 13 meeting with three corrections. All above motions carried. Under Public Forum Chairman Roger Guthrie notified the committee that the Bloomington Fire Department is interested in purchasing the generator at the old Grant County Law Enforcement Facility. They would like to know when it will be available for purchase and for how much. The County Farm may also have a generator available for sale. This is just informational at this time. Coroner: Coroner Phyllis Fuerstenberg notified the committee that all open invoices for autopsies have been paid. Autopsies are down due to restrictions from the University Wisconsin Hospital. The Coroner is looking to increase rates for next year. The deaths due to COVID-19 were discussed. Most have also had other underlying illnesses. It was motioned by Gary Northouse and second by Porter Wagner to approve the Coroner’s Report, Financials and Invoices. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for July and August. Calls for Service for July were 3108 with Grant County handling 1337. Calls for Service for August were 3046 with Grant County handling 1313. Inmate population was at 32 this morning. There were 26 inmates in house, 24 male and two female. Five are on the Electronic Monitoring Program and one has been transferred to another county for Huber Work Release. There were nine sentenced inmates, nine waiting to be sentenced and six on Probation Holds. There are two inmates being held in another facility. Jail Administrator Travis Klaas is starting to lift some restrictions on accepting inmates. Eight Deputies were sent to Kenosha to help with security. County Board Chairman spoke with them before they left. Sheriff Dreckman has asked to be put on a Task Force on Racial Disparities Committee and he is waiting for a response. Sheriff Dreckman is requesting that all Deputies have body cam. This will require purchasing additional units and storage with a cost of around $40,000.00. The Sheriff will bring this back to the committee next month. Gary Ranum second by Porter Wagner made a motion to accept the Sheriff’s Briefing. Motion carried. The Bond amounts for ATV/UTV Ordinances were discussed. Sheriff Dreckman asked the committees input on how they should be set up with some consistency. It was suggested that Sheriff Dreckman speak with Corporation Counsel about this and bring it back to the committee next month. Sheriff Dreckman presented the 2021 Budget to the committee with increases only in wages and benefits. There are still some minor adjustments needed. Some committee members would like more time to review the budget. Sheriff Dreckman will resend out an updated copy to the members by the end of the week. It was motioned by Bob Keeney and seconded by Porter Wagner to send the budget on to the Executive Committee. Motion carried. Under Personnel, a Female Full-Time Jailer resigned. A current Female Part-Time Jailer was hired to fill her position. Under Training, the Sheriff’s Office has a Female Full-Time Jailer who is attending the Law Enforcement Academy and is doing well. Under Grant, the Department of Justice has notified agencies that there is funding available to help pay for unexpected COVID-19 expenses with up to $58,000.00 available for each agency. It was motioned by Gary Northouse and seconded by Porter Wagner to apply for this grant. Motion carried. Chief Deputy Jack Johnson notified the committee of the Clickit or Ticket Grant that is available from the Department of Transportation/Bureau of Transportation Safety for seatbelt enforcement in the amount of $31,500.00. There is a match of $7,875.00 required which can be met in-kind through mileage, equipment and straight time enforcement. It was motioned by Gary Ranum and seconded by John Beinborn to accept this grant and send it on the Full County Board. Motion carried. The Sheriff’s Office Invoices and Financials were presented. Gary Northouse second by Porter Wagner made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. A regional grant in the amount of $120,000.00 was received to help purchase Personal Protective Equipment. The Fire Fighter Assistance Grants received to date were passed out. The video of the successful grain bin was showed to the committee members. Steve gave an update on COVID-19. Coordination of meetings, conference calls, community testing and distribution of Personal Protective Equipment has been the most important. Steve would like to thank committee member John Beinborn and the Lions Club for helping distribute Personal Protective Equipment every week. It was asked by committee member Bob Keeney if there would be a place other than the Emergency Operations Center to store the Personal Protective Equipment. The room has been requested for training purposes and denied. Steve will work with the Sheriff’s Office to resolve this issue. It was motioned by John Beinborn and seconded by Roger Guthrie to accept the Director’s Report. Motion carried. An Emergency Planner has been hired and will be starting in a couple of weeks. This person will be taking a decrease in pay. Steve Braun asked to start this person at a Step 3 with the fiscal impact being minimal. This would go against policy. It was motioned by Porter Wagner and seconded by Gary Northouse to start the Emergency Planner at step one. Motion carried with John Beinborn voting no. Steve presented the 2021 budget to the committee with an increase of 1%. There were not a lot of changes from the previous year. Money received from the Cares Act will help offset any unexpected expenses due to the COVID-19. It was motioned by Gary Northouse and seconded by Greg Fry to accept the budget and send it on to the Executive Committee. Motion carried. Emergency Management’s Invoices and Financials were presented. Greg Fry second by John Beinborn made a motion to approve the Invoices and Financials. Motion carried. The Coroner did not submit her 2021 budget. There will be a special meeting tomorrow, September 15 at 12:00 pm or immediately following the Full County Board Meeting to discuss the Coroner’s budget.
