DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

April 12, 2021
The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. via Zoom by Chairman Roger Guthrie. The following members and personnel
were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Gary Ranum, John
Beinborn, Greg Fry, Porter Wagner, Robert Keeney and Gary Northouse.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management
Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White,
County Clerk; Amanda Degenhardt, Finance Director; Joyce Roling, Personnel Director; Garry Pluemer,
Facilities and Maintenance Manager; Carol Schwarz, Administrator of Orchard Manor; The Herald
Independent and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. John Beinborn second by Gary Ranum approved the
amended agenda. Gary Ranum second by Porter Wagner approved the minutes from the March 8
meeting. All above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg reported no new updates. The van is in need of some minor repairs.
Name Badges were ordered for each Coroner.
It was motioned by Bob Keeney and second by Porter Wagner to approve the Coroner’s Financials and
Invoices. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for March. Calls for Service for March were 2871 with Grant
County handling 1279. Inmate population was at 76 this morning. There were 67 inmates in house, 57
male and eight female. Seven inmates are on the Electronic Monitoring Program and two have been
transferred to another county for Huber Work Release. There were 22 sentenced inmates, ten waiting
to be sentenced and 13 on Probation Holds. There are 31 inmates being housed for Scott County.
There was a UTV/ATV fatality that the DNR will be handling.
The Blue River house fire investigation is completed with nothing suspicious found.
There will be a Law Enforcement Memorial at the Community Services Building on May 12 at 11:00.
It was motioned by John Beinborn and seconded by Gary Northouse to accept the Sheriff’s Briefing.
Motion carried.
Phase III of the Radio Project was updated for the committee. The Fiber Loop and Radio Projects are
intertwined. The updated quote was given to committee members for review. There are several
opportunities for future growth and revenue with these projects. Money from the American Rescue
Plan will be received soon and can be used for these projects. There may also be other grant
opportunities for funding. It was motioned by Gary Northouse and seconded by Porter Wagner to
recommend moving forward and creating a master plan with money received for Phase III and send this
on to the Executive Committee. Motion carried.
Captain Travis Klaas was present to discuss the process of releasing inmates. There have been some
complaints of inmates stopping at local businesses as well as Orchard Manor after they have been
released. The inmates are released at the release point in the jail which has water, a phone and
bathrooms available for their use. The Jail Staff does try to make sure they have someone coming to
pick them up and the use of a phone. Charging stations for cell phones will be installed in the Lobby of
the Community Services Building as well as the release point to see if this will provide for more
opportunities for released inmates to find rides. There will also be a sign placed where the jail intercom
is located.
Under Personnel, there is a Male Jailer Position open. Applications have been received and interviews
will be scheduled.
There was no Training do discuss.
There were no Grants to discuss.
The Sheriff’s Office Invoices and Financials were presented. Gary Northouse second by John Beinborn
made a motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. They are continuing to
hold vaccination clinics throughout the county and this has been going well. Eligibility has opened up to
everyone age 16 and over. Eight five and a half percent of people age 65 and older have been
vaccinated in Grant county. There are vaccine sites in Platteville and Lancaster. Steve provided a virtual
tour of the vaccine site located in the old Shopko building in Lancaster. Steve continues to staff the LTE
Positions that become available.
Steve notified the committee that FEMA will now provide 100% coverage on all COVID Expenses for
2020. He is not sure when this money will be received.
This week is Severe Weather Awareness Week.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Gary
Northouse made a motion to approve the Invoices and Financials. Motion carried.
Porter Wagner second by Gary Ranum made a motion to adjourn to May 10, 2021 at 9:00 am. Motion
carried.
