DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. via Zoom by Chairman Roger Guthrie. The following members and personnel
were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Gary Ranum, John
Beinborn, Greg Fry, Porter Wagner, Robert Keeney and Gary Northouse.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management
Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; The Herald
Independent and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. Gary Northouse second by Greg Fry approved the
agenda. John Beinborn second by Bob Keeney approved the minutes from the November 9 meeting with
one correction. All above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg reported that the number of deaths for 2020 was 382 which is an increase
from 2019. The Coroner will finish the year 2020 below budget due to the decrease in autopsies.
The Coroner would like to know the process for purchasing a new vehicle in the future. It was suggested
to budget for a new vehicle next year if one is needed. The current van is in good condition and well
maintained.
It was motioned by Bob Keeney and second by Porter Wagner to approve the Coroner’s Financials and
Invoices. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for December. Calls for Service for December were 2419 with
Grant County handling 1031. Inmate population was at 51 this morning. There were 45 inmates in
house, 42 male and three female. Four are on the Electronic Monitoring Program, one has been
transferred to another county for Huber Work Release and one is being held in another facility. There
were 16 sentenced inmates, six waiting to be sentenced and five on Probation Holds. There are 20
inmates being housed for Scott County. There have been no issues with the inmates from Scott County
and feedback from inmates has been good. Depending on our population we would like to keep the
range for housing out of county inmates at 20.
Sheriff Dreckman notified the committee that he has been elected President for the Badger State
Sheriff’s Association. The Badger State Sheriff’s Association promotes state-wide law enforcement and
public safety initiatives that help the Office of the Sheriff provide services to citizens in their county.
The discussion and action on an Ordinance to Amend Chapter 250 entitled “Tobacco Sales” of the Grant
County Code will be tabled to next month. It will be sent back to Corporation Counsel to make sure the
age listed is correct.
The tower foundation has been poured and the stacking has begun.
The Dispatchers are now working at the Community Services Building.
Under Personnel, the Sheriff’s Office is fully staffed. There are some potential retirements for this year.
The process to replace these positions is to hire from within the department with current employees.
We currently have a Jailer attending the Law Enforcement Academy in Janesville.
There was no Training do discuss.
There were no Grants to discuss.
The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Gary Northouse
made a motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. Hospitals are now
recording decreases in people admitted with COVID. The Health Department has initiated a vaccine plan
and it is in the first phase of availability. The Health Department as well as Pharmacies are administering
the vaccine. Testing continues community wide but the number of people being tested has also
decreased. There have been a few LTE Workers hired to help at the testing and vaccinations sites.
The Assistance to Firefighters Grant Applications have opened and are due February 12.
The Revenue for 2020 should be above of what was budgeted for the year and should be received
within the next month or so.
Emergency Management’s Invoices and Financials were presented. Porter Wagner second by John
Beinborn made a motion to approve the Invoices and Financials. Motion carried.
John Beinborn second by Porter Wagner made a motion to adjourn to February 8, 2021 at 9:00 am.
Motion carried.
