DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

November 8, 2021
The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. by Vice-Chairman John Beinborn. The following members and personnel
were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Greg Fry, Porter
Wagner, Robert Keeney, Gary Northouse and Gary Ranum. Roger Guthrie asked to be excused.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management
Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White,
County Clerk; Amanda Degenhardt, Finance Director; The Herald Independent; and Kelly Bird,
Recording Secretary.
Kelly verified the agenda had been posted at the County Clerk’s Office, Community Services Building,
courthouse and on the county website. Porter Wagner second by Gary Ranum approved the agenda.
Gary Northouse second by Porter Wagner approved the minutes from the September 7 meeting. All
above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg notified the committee that she had an oil change and new tires put on the
van. There were no other updates.
It was motioned by Porter Wagner and second by Robert Keeney to approve the Coroner’s Financials
and Invoices along with the Coroner’s Report. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for October. The Calls for Service for the month of October
were 2834 with Grant County handling 1231. The Dispatch Center received 5115 calls with 891 of them
being 911 Calls. Inmate population was at 57 this morning. There were 48 inmates in house, 45 male
and three female. Six inmates are on the Electronic Monitoring Program and one has been transferred
to another county for Huber Work Release. Two inmates are serving their sentence in another county.
There are eight sentenced inmates, seven waiting to be sentenced and nine on Probation Holds. There
are 24 inmates being held for other counties.
There have been four fatalities since October 1 with investigations still pending.
The Radio Project is moving along with the land sites in progress. RACOM has done some re-engineering
of some of the tower sites. RACOM also provided a quote to upgrade all radios for $244,000.00.
The Evidence Room at the Old Facility is empty. The generator, dishwasher, washer and dryer will go on
the auction site this morning. Tim Slaack will auction off the tools.
Under Personnel, the Deputy Positions have been filled with lateral transfers that were approved by the
union. There is one Dispatcher position open and two Jail positions that are in the background process.
There will be additional positions opened within the next couple of months. The low starting wage and
retirement status prevents many people from applying. Chief Deputy Jack Johnson’s last day will be
January 7 and Investigator Jay Fitzgerald will be retiring the first of the year.
No Training to discuss.
There are no Grants to discuss.
Funds were donated to purchase a drone. There is a Sergeant and Deputy who are certified and trained
to run the drone.
The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Greg Fry made a
motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. Steve is still working
with families who suffered damage from the Boscobel tornado. The National Guard is now helping out
at the immunization clinics. Booster shots as well as immunizations for children ages 5-11 are now
available. The first portion of FEMA reimbursements have been received with the second one coming
before the end of the year.
Steve would like to recognize Ken Klaas who passed away recently. He was a tremendous volunteer and
very helpful through the years.
The Emergency Management Planner has resigned. Steve asked the committee to approve filling the
position quickly as possible. It was motioned by Greg Fry and seconded by Gary Ranum to approved
hiring an Emergency Management Planner as soon as possible. Motion carried.
It was motioned by Greg Fry and seconded by Gary Ranum to approve Emergency Managements
Financials and Invoices as well as the Director’s Report. Motion carried.
It was motioned by Greg Fry and seconded by Gary Northouse to adjourn to Tuesday, December 14,
2021 at 9:00am. Motion carried.
