DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. via Zoom by Chairman Roger Guthrie. The following members and personnel
were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Gary Ranum, John
Beinborn, Greg Fry, Porter Wagner, Robert Keeney and Gary Northouse.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management
Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White,
County Clerk; Amanda Degenhardt, Finance Director; Joyce Roling, Personnel Director; Garry Pluemer,
Facilities and Maintenance Manager; The Herald Independent and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. John Beinborn second by Greg Fry approved the
agenda. Gary Ranum second by Porter Wagner approved the minutes from the January 11 meeting. All
above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg reported that the number of deaths so far for 2021 was 59 with two
testing positive for COVID-19.
It was motioned by Greg Fry and second by Gary Northouse to approve the Coroner’s Financials and
Invoices. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for January and February. Calls for Service for January were
2419 with Grant County handling 1031. Inmate population was at 51 this morning. There were 45
inmates in house, 42 male and three female. Four are on the Electronic Monitoring Program, one has
been transferred to another county for Huber Work Release and one is being held in another facility.
There were 16 sentenced inmates, six waiting to be sentenced and five on Probation Holds. There are
20 inmates being housed for Scott County. There was a house fire in the Village of Blue River with three
casualties. Dispatchers Sheri Zart and Kendra Robbins did a good job coordinating all agencies involved.
Detective Sergeant Craig Reukauf, Detective Nate Gallagher and Detective Dan Reuter are commended
for their hard work and long hours on the investigation.
Calls for Service for February were 2353 with Grant County handling 1127. Inmate population was at 58
this morning. There were 49 inmates in house, 42 male and six female. Seven were on the Electronic
Monitoring Program, one has been transferred to another county for Huber Work Release and one is
being held for another facility. There were 17 sentenced inmates, seven waiting to be sentenced and 12
on Probation Holds. There were 22 inmates being held for Scott County.
The lobby at the Community Services Building is now open to the public. Masks are required.
It was motioned by Porter Wagner and seconded by Greg Fry to accept the Sheriff’s Briefing. Motion
carried.
The committee members were emailed a copy of the Annual Report for review. A copy of the Jail
Inspection is on the Department of Corrections website. The committee members will also be provided
a copy of this for their review.
Shane Drinkwater was present to discuss Phase III of the Radio Project. RACOM suggested adding more
towers throughout the county as part of Phase III. Shane feels that Fiber Optics is a better solution that
will support future growth and rental options. This will also provide better communication overall. A
Market Study should be completed before a decision is made. There may be some funding available
from COVID-19. The committee recommended going forward with the Fiber Optic option for the Land
Mobile Radio. Shane will keep the committee updated.
It was motioned by John Beinborn and seconded by Gary Northouse to send the Ordinance to Amend
Chapter 250 Entitled “Tobacco Sales” of the Grant County Code to the Full County Board. Corporation
Counsel has reviewed this. Motion carried.
There were no Personnel Updates to discuss.
There was no Training do discuss.
There were no Grants to discuss.
The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Greg Fry made a
motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. They are continuing to
hold vaccination clinics throughout the county and this has been going well. COVID-19 activity is low
and continues to drop.
The Annual Report was mailed to each committee member for review.
Steve Braun, the Emergency Management Director was approved a 40 hour block of time to be used
after the pandemic is over for time off. This was approved by the Executive Committee. This is a one-
time deal and is to be used within one year. This is to compensate for the extra hours worked during
the COVID-19 pandemic. The Health Department Director who is also a salaried employee received the
same compensation. Any other vacation or discretionary time not used within the time allowed will be
forfeited per county policy.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Greg Fry
made a motion to approve the Invoices and Financials. Motion carried.
Greg Fry second by Porter Wagner made a motion to adjourn to April 12, 2021 at 9:00 am. Motion
carried.
