HomeMy WebLinkAboutLECminutes6-14-21GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 June 14, 2021 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. via Zoom by Chairman Roger Guthrie. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Gary Ranum, Greg Fry, Porter Wagner, Robert Keeney and Gary Northouse. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White, County Clerk; Amanda Degenhardt, Finance Director; The Herald Independent; Ryan Emler, Potosi Fire Department; Gerry Oberbroeckling, Glen Haven Fire Department and Kelly Bird, Recording Secretary. Sheriff Dreckman verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. Greg Fry second by Porter Wagner approved the amended agenda. Gary Ranum second by Greg Fry approved the minutes from the May 10 meeting. All above motions carried. There was no Public Forum to discuss. Coroner: Coroner Phyllis Fuerstenberg discussed an invoice from Access for toxicology in the amount of $768.00. This was for two individuals that were listed on the same invoice. There were two young men who died from COVID- 19 complications recently. There did not seem to be any underlying health issues with these men. They were not vaccinated. It was motioned by Gary Northouse and second by Greg Fry to approve the Coroner’s Financials and Invoices. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for June. The Communications Supervisor was on vacation and we were not able to get the Calls for Service for the month of May. Inmate population was at 50 this morning. There were 37 inmates in house, 35 male and two female. Eight inmates are on the Electronic Monitoring Program and one has been transferred to another county for Huber Work Release. Four inmates are serving their sentence in another county. There were 22 sentenced inmates, six waiting to be sentenced and nine on Probation Holds. There are 15 inmates being housed for other counties. Inmate population and bookings are down. Inmates are now being released at the release point where bathrooms, water and charging stations are available. There have been no issues reported recently. The use of the Sheriff’s Office Rescue Boat was discussed. Due to staffing issues the boat is sometimes not available for recoveries. At least one Deputy needs to be on the boat while it is in use. Ryan Emler of Potosi Fire Department and Gerry Oberbroeckling of Glen Haven Fire Department were present to notify the Sheriff and committee members they are willing to help with the boat operation. It was decided to establish a team for boat operation and also check on insurance and liability with the County Clerk. The Sheriff will keep the committee updated. Under Personnel, there is one Deputy and one Sergeant Position currently open. Bethany Hammel has been promoted from Jailer to Deputy. A conditional offer has been made for the Female Jailer Position There was no Training do discuss. There are no Grants to discuss. The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Porter Wagner made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. The COVID-19 vaccinations are slowing down. The Health Departments main focus is the 12 – 16 age-group. There are still vaccine clinics at Shopko in Lancaster and Royce Hall in Platteville. FEMA Claims are being processed and Steve is expecting over $100,000.00 in reimbursements as well as costs for vehicle and equipment use. PPE distribution will end soon. The LTE’s are doing inventory on the PPE and storing it. Steve is also working on getting all the items from the Old Law Enforcement Facility moved to the Community Services Building. Several departments along with Emergency Management will be getting items together for an auction on the Wisconsin Surplus website. The radio tower switch and migration will be happening soon. Emergency Management has been very satisfied with the work RACOM has done so far. Steve would like permission to accept Emergency Management Performance Grant – Supplemental funds up to $10,574.00. These funds support the Emergency Management Office on a normal year. There are several restrictions on how this money can be used and it has to be directly related to COVID. The match can be made from the CARES Act funding. Steve will most likely not use all the funds. John Beinborn second by Greg Fry motioned to accept up to $10.574.00 in EMPG-S Grant Funding. Motion carried. Steve would like to hire two LTE’s, one full-time and one part-time for the summer with a pay rate of $14.23 an hour. These will be non-medical workers and will do inventory, COVID demobilization, clean-up and move items from the old building to the new building. The funding will come from HAZMAT, FEMA Funds, EMPG Funds and surplus money not used from last year. The committee decided that Steve would work with Bob Keeney, Joyce Roling and Amanda Degenhardt and move forward with the job descriptions and pay for the LTE’s. Bob Keeney second by Porter Wagner motioned to go in to closed session per State Statute 19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility regarding Emergency Management Director Annual Performance Evaluation. ***Please note that the closed session will be on a different secured Zoom account line. It will not be on the general Zoom account line where the remainder of the meeting will be. You are welcome to remain on the general line during the duration of the closed session and you will hear the meeting resume out of closed session as the members will be rejoining the general line once the closed session is concluded.*** Motion carried via roll call.
