HomeMy WebLinkAboutLECminutes8-09-21GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 August 9, 2021 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. by Chairman Roger Guthrie. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: John Beinborn, Gary Ranum, Greg Fry, Porter Wagner, Robert Keeney and Gary Northouse. GUESTS: Sheriff Nate Dreckman; Chief Deputy Jack Johnson; Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White, County Clerk; Amanda Degenhardt, Finance Director; The Herald Independent; Joyce Roling, Personnel Director; Detective Sgt. Craig Reukauf, Grant County Sheriff’s Office; Detective Nate Gallagher, Grant County Sheriff’s Office; and Kelly Bird, Recording Secretary. Kelly verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. Greg Fry second by Gary Ranum approved the amended agenda. Gary Ranum second by Gary Northouse approved the minutes from the June 14 meeting with one correction. All above motions carried. There was no Public Forum to discuss. Coroner: Coroner Phyllis Fuerstenberg does not have any updates for the committee. It was motioned by Porter Wagner and second by Greg Fry to approve the Coroner’s Financials and Invoices. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for June and July. The Calls for Service for the month of June were 3025 with Grant County handling 1336. The Calls for Service for the month of July were 3133 with Grant County handling 1404. The Dispatch Center received 5015 calls with 1054 of them being 911 Calls. Inmate population was at 41 this morning. There were 32 inmates in house, 28 male and four female. Four inmates are on the Electronic Monitoring Program and one has been transferred to another county for Huber Work Release. Four inmates are serving their sentence in another county. There are 14 sentenced inmates, eight waiting to be sentenced and 12 on Probation Holds. There are seven inmates being held for other counties. There has been some decrease in the amount of contract inmates we are housing. Bookings have increased some. Chief Deputy Jack Johnson has been working on bringing all of the evidence from the old facility to the Community Services Building. Everything should be completely moved over by the end of August. There has been some interest in purchasing the boilers, shelving, generator and radio tower. These items will be put on the auction site and sold by the end of September. Sheriff Dreckman updated the committee on Phase II and Phase III of the Radio Project. Sheriff Dreckman would like to make sure it is approved by the committee to continue with the project and that the funding is available. It was motioned by Porter Wagner and second by Gary Northouse to take this to the Full County Board and move forward and acquire the land for the tower sites and also get a Project Manager. Motion carried. Detective Sergeant Craig Reukauf and Detective Nate Gallager were present to give a presentation on the Sheriff’s Office Use of Force Policy. A hand out on Defense and Arrest Tactics was passed out and reviewed. The committee members would like the Sheriff’s Office Deputies to know that they appreciate all that they do to keep everyone safe in Grant County. Sheriff Dreckman updated the committee members on recent bills that have been signed by the Governor’s Office. Sheriff Dreckman notified the committee of an incident that occurred in the Jail where two Jailers were injured by an inmate. The inmate struck two Jailers before he was tased by a third Jailer. Corporal Karen Walls was injured as well as Jailer Megan Klema. There were some things that could have been done differently in this situation and Sheriff Dreckman will be discussing this with the Jail Staff. Sheriff Dreckman sold some items on the GovDeals Auction Site to offset the cost of the First Net Move. A trailer along with two boat motors were sold. The Sheriffs’ Office recently made the switch from US Cellular to First Net for their cell phone carrier. First Net is a Public Safety phone system with better coverage than US Cellular. The Sheriff’s Office is currently in the process of hiring a Deputy with 10 years of experience from another county. It was asked a Deputy could get a lateral transfer when transferring from another county. It was motioned by Gary Northouse and second by John Beinborn to have Sheriff Dreckman work with Personnel Director Joyce Roling to compose a side letter to make sure the WPPA Union supports this. Motion carried. There are some major increases in the 2022 Budget. The Sheriff’s Office has three potential retirements that will result in large sick leave buyouts. The cost to purchase new squads as well as the cost to buy all the equipment and do the squad changeovers has also increased. Under Personnel, a Female Jailer Position is being filled; the candidate needs to complete the Psychological Evaluation before starting. There is a Male Jailer Position open. The open Deputy Position is in the background process. Deputy Mason Nemitz has been promoted to Sergeant. Jailer David Underwood has been promoted to Deputy. Deputy Ben Keller is now a Detective. Jenna Hill has been promoted from Part-Time to Full-Time Female Jailer. There was no Training do discuss. There are no Grants to discuss. The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Greg Fry made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. Steve is attending via zoom from the City of Boscobel where a tornado hit over the weekend. A video of the tornado was shown to the committee members. The tornado was an F3 with a damage path that was 1100 feet wide. It destroyed 10 homes and damaged many others. Steve is currently coordinating volunteers to cut down trees and get rid of debris. There were no injuries reported. There was another tornado spotted in Muscoda that never touched down. The Highway Department did a great job responding to all the trees down. Steve and Ellen are working on scheduling exercises and training that need to be done to be eligible for the LEPC Plans Funding. They are clearing out items from the old facility and will be putting some of them up for auction. The Emergency Management Salary Expenses are currently over budget but this will be reimbursed through FEMA. Steve will discuss a breakout of the funds he has applied for and expected to receive to the meeting next month. It was motioned by John Beinborn and seconded by Greg Fry to approve Emergency Managements Financials and Invoices. Motion carried. It was motioned by John Beinborn and seconded by Porter Wagner to adjourn to Tuesday, September 7, 2021 at 9:00am. Motion carried.
