HomeMy WebLinkAbout01 LECminutes011722GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 January 17, 2022 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:18 a.m. by Chairman Roger Guthrie. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Greg Fry, Porter Wagner, Robert Keeney, Gary Northouse, John Beinborn and Gary Ranum. GUESTS: Sheriff Nate Dreckman; Captain Travis Klaas; Captain Rick Place; Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White, County Clerk; Amanda Degenhardt, Finance Director; Joyce Roling, Personnel Director; Garry Pluemer, Facilities Maintenance Director; The Herald Independent; and Kelly Bird, Recording Secretary. Kelly verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. Gary Northouse second by John Beinborn approved the agenda with Emergency Management’s discussion before the Sheriff’s Office. Porter Wagner second by Gary Ranum approved the minutes from the December 20 meeting. All above motions carried. There was no Public Forum to discuss. Coroner: Coroner Phyllis Fuerstenberg reported that she has been extremely busy with 28 cases for 2022. There is no trend on the cause of these deaths. Three or Four have been COVID related. It was motioned by Gary Northouse and second by Porter Wagner to approve the Coroner’s Financials and Invoices along with the Coroner’s Report. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for December. The Calls for Service for the month of December were 2466 with Grant County handling 1039. Inmate population was at 68 this morning. There were 56 inmates in house, 42 male and 14 female. Eight inmates are on the Electronic Monitoring Program and one has been transferred to another county for Huber Work Release. Three inmates are serving their sentence in another county. There are 12 sentenced inmates, seven waiting to be sentenced and five on Probation Holds. There are 32 inmates being held for other counties. The first fatal of 2022 happened over the weekend. It was a single vehicle roll-over with one occupant. The placement on the wage sale for the new Chief Deputy and new Captain/Jail Administrator was discussed. The policy states they should start at step 3. Sheriff Dreckman is asking to start both individuals at step 5. They have many years of experience, training and education. This has been done in other departments and will still be a savings to the county. Gary Northouse second by John Beinborn made a motion to approve the placement at step 5 for both individuals and send it on to the Executive Committee. Motion carried with a vote of four to two. Under the Radio Project Update, the radio tower sites are close to being set. Co-Project Managers Sheriff Dreckman and Shane Drinkwater from IT feel that the project is on track and all milestones have been met for 2021. They will bring more information to the next meeting showing the progress that has been made and a timeline for 2022. Under Personnel, there are currently two Male Jailer positions open, one Dispatcher position, and a Detective Sergeant position is open with three internal candidates. The Jail Corporal position is not being filled at this time. There were three internal applicants that were interviewed with not enough experience. Those internal applicants will now do some on the job training to prepare for the position. Sheriff Dreckman is working with the SWTC Criminal Justice Program to help with recruiting. The numbers have decreased over the years for people going into the Criminal Justice field. The Non-County Prisoners have created more revenue than anticipated. The Sheriff’s Office has a good partnership with Scott County and there have been very few complaints. There are two positive COVID cases in the jail. No Training to discuss. There are no Grants to discuss. The Sheriff’s Office Invoices and Financials were presented. Gary Ranum second by Porter Wagner made a motion to accept the Invoices and Financials and Sheriff’s Report. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. Steve is still working on the AFG Grants. A Communication’s Survey is being sent out to Fire Departments to determine if their current equipment needs replaced. COVID cases are very high right now. Testing is available at the Shopko building in Lancaster three days a week and that may be increasing. The National Guard has discontinued assisting at the testing sites. The testing sites are currently being run by the LTE’s and are being paid from FEMA Funds. Personal Protective Equipment requests are starting to increase. Steve would like to apply for a Hazard Mitigation Planning Grant. The Hazard Mitigation Plan is a document that has historical records of all the disasters that happened in Grant County. The current plan will be outdated in 2023. The grant has a match that can be met in kind. It was motioned by John Beinborn and seconded by Greg Fry to recommend applying for the grant and sending it on to the Full County board. Motion carried. It was motioned by Gary Northouse and seconded by John Beinborn to approve the Emergency Management Director’s Report. Motion carried.
