DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

March 14, 2022
The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called
to order at 9:00 a.m. by Chairman Roger Guthrie. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Greg Fry, Porter Wagner,
Robert Keeney, Gary Northouse, John Beinborn and Gary Ranum.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Steve Braun, Emergency Management Director;
Shane Drinkwater, Information Technology; Amanda Degenhardt, Finance Director; Joyce Roling, Personnel
Director; The Herald Independent; and Kelly Bird, Recording Secretary.
Kelly verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse
and on the county website. John Beinborn second by Gary Ranum approved the agenda. Porter Wagner second
by Gary Northouse approved the minutes from the January 17 meeting with one correction. All above motions
carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg is on vacation but did send the invoices by email. The raising of cremation and
death certificate signing fees will be discussed next month.
It was motioned by Gary Northouse and second by Porter Wagner to approve the Coroner’s Invoices. Motion
carried. The Financials will also be discussed next month.
Sheriff’s Briefing:
The monthly activity report was reviewed for January and February. The Calls for Service for the month of
January were 2260 with Grant County handling 956. The Calls for Service for the month of February were 2263
with Grant County handling 986. Inmate population was at 50 this morning. There were 42 inmates in house,
36 male and six female. Five inmates are on the Electronic Monitoring Program and one has been transferred to
another county for Huber Work Release. Two inmates are serving their sentence in another county. There are
eight sentenced inmates, 12 waiting to be sentenced and 11 on Probation Holds. There are 11 inmates being
held for other counties. Sheriff Dreckman will pull statistics on arrest types for the next meeting.
Sheriff Dreckman will meet with ADRC and Social Services in regards to the process of releasing inmates from
the Grant County Jail and update the committee next month.
Under the Radio Project Update, there has been good progress on most of the tower sites. The fall distances
may increase come of the prices of the towers along with the cost of land that needs to be purchased for the
sites. The project is still moving forward and the committee will be updated next month.
Under Personnel, there are currently two Male Jailer and one Female Jailer position open. Todd Miller
transferred from a Road Sergeant Position to the Detective Sergeant Position. Nate Gallagher was promoted
from Detective to Road Sergeant and Matt Small will be the new K-9 Deputy. The new Dispatcher is from Iowa
County and required very little training.
No Training to discuss.
There are no Grants to discuss.
The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by John Beinborn made a
motion to accept the Invoices and Financials and Sheriff’s Report. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. Steve passed out the AFG
Grants that were submitted for 2022. Communications will be the focus for these applications. The COVID
numbers have decreased and some of the immunization sites have been discontinued. There is still a contracted
firm doing testing at the old Shopko building in Lancaster. Steve is updating plans for facilities that store
hazardous chemicals. Most of the COVID Expenses have been reimbursed. This is also severe weather season.
There will be a weather spotter training available.
Steve is developing a Wisconsin Statewide Mutual Aid Compact for Local Emergency Management Assistance.
This is sharing staff during a major incident and is currently done. This will not change any procedures but will
make it more standard. It was motioned by John Beinborn and seconded by Gary Ranum to send this to the Full
County Board in April. Motion carried.
They have almost finished closing out reimbursement for 2021. There will be an update next month.
It was motioned by John Beinborn and seconded by Gary Northouse to approve the Emergency Management
Director’s Report and to pay the invoices. Steve will send them by email. Motion carried.
It was motioned by Porter Wagner and seconded by Gary Northouse to adjourn to Monday, April 11, 2022 at
9:00am. Motion carried.
