HomeMy WebLinkAbout05 LECminutes050922GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 May 9, 2022 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. by County Board Chairman Robert Keeney. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner, Gary Northouse, John Beinborn, Adam Day, Brandon Snyder and Brian Lucey. GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Coroner Phyllis Fuerstenberg; Steve Braun, Emergency Management Director; Shane Drinkwater, Information Technology; Tonya White, County Clerk; Amanda Degenhardt, Finance Director; The Herald Independent; and Kelly Bird, Recording Secretary. Kelly verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. John Beinborn second by Porter Wagner approved the agenda. Gary Northouse second by Brandon Snyder approved the minutes from the April 11 meeting. All above motions carried. Under Election of Committee Officers, Gary Northouse nominated Adam Day to serve as Chairman of the committee. John Beinborn nominated Gary Northouse to serve as Chairman of the committee, Gary Northouse declined. Robert Keeney nominated Porter Wagner to serve as the Chairman of the committee, Porter Wagner declined. Porter Wagner second by John Beinborn made a motion to close nominations and have Adam Day serve as the Chairman of the Law Enforcement/Emergency Management Disaster Services Committee. Motion carried. Adam Day nominated Gary Northouse to serve as Vice-Chairman of the committee. John Beinborn second by Brandon Snyder would like to close the nominations and cast a unanimous vote to have Gary Northouse serve as the Vice- Chairman of the Law Enforcement/Emergency Management Disaster Services Committee. Motion carried. Gary Northouse nominated John Beinborn to serve as the Secretary of the committee. Robert Keeney second by Brandon Snyder would like to close the nominations and cast a unanimous vote to have John Beinborn serve as the Secretary of the Law Enforcement/Emergency Management Disaster Services Committee. Motion carried. Vice-Chairman Gary Northouse will run the meeting due to Chairman Adam Day attending the meeting via Zoom. There was no Public Forum to discuss. Coroner: Coroner Phyllis Fuerstenberg does not have any updates for the committee and no invoices for this month. The raise in Cremation and Death Certificate Signing Fees has been approved by this committee and does not need to go to the Executive Committee. Porter Wagner would like to rescind his motion second by John Beinborn from last month’s meeting to send this on to the Executive Committee. Motion carried. It was motioned by Porter Wagner and second by Adam Day to approve the Coroner’s Financials. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for April. Inmate population was at 60 this morning. There were 48 inmates in house. Eight inmates are on the Electronic Monitoring Program and one has been transferred to another county for Huber Work Release. Three inmates are serving their sentence in another county. There are 12 sentenced inmates, 17 waiting to be sentenced and eight on Probation Holds. There are 11 inmates being held for other counties. The Scott County Inmates were discussed for the new committee members. Under the Radio Project Update, things are moving along with the Millville location secured for the tower. There are two locations left. Under Personnel, there is currently one Male Jailer, one Female Jailer and one Corporal position open. There are two Full-Time Jailers attending the Jail Academy at Southwest Wisconsin Technical College in La Crosse. One Full-Time Jailer will be attending the Law Enforcement Academy this summer. The Jail Captain/Administrator wage was discussed with Carlson Dettmann and Sheriff Dreckman is waiting to hear back. Under Training, Sheriff Dreckman will be attending the National Sheriff’s Association Conference at the end of June with the cost being covered by the Badger State Sheriff’s Association. There are no Grants to discuss. All committee members are invited to the Law Enforcement Memorial that is being held at the Community Services Building May 18 at 12:00 pm. The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Brandon Snyder made a motion to accept the Invoices and Financials and Sheriff’s Report. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. All equipment and supplies have been moved out of the Shopko building. There will be a free drive-thru testing site at the Lancaster Fire Department three days a week in the summer. Immunizations will be available at the Health Department located in the Administration Building. The application for Community Project Funding has been forwarded on to the next step. Steve will also be working on EMS Recruitment which is a nationwide issue. Emergency Management’s Invoices and Financials were presented. Brandon Snyder second by Brian Lucey made a motion to accept the Invoices and Financials. Motion carried. The Jail Tour was given to anyone who wanted to attend. It was motioned by Porter Wagner and seconded by John Beinborn to adjourn to Monday, June 13, 2022 at 9:00am. Motion carried.
