DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order
at 9:00 a.m. by Chairman Adam Day. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner, John Beinborn,
Brian Lucey, Gary Northouse, and Bob Keeney. Brandon Snyder was not present.
GUESTS: Sheriff Nate Dreckman; Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; John
Knautz, Highway Commissioner; Tonya White, County Clerk; Shane Drinkwater, Information Technology and Amanda
Degenhardt, Finance Director.
Sheriff Dreckman verified the agenda had been posted at the County Clerk’s Office, Community Services Building,
courthouse and on the county website. Gary Northouse second by Porter Wagner approved the agenda. John Beinborn
second by Brian Lucey approved the minutes from the September 12 meeting. All above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg notified the committee of some outstanding invoices for autopsies that she has received.
The invoices were initially mailed to the incorrect address which delayed payment. This resulted in $14,000.00 in
autopsy fees that was not budgeted for. The address for invoices has been updated and all outstanding invoices for
autopsies have been paid. Coroner Fuerstenberg will follow up more frequently to make sure she is receiving the
invoices in a timely manner. This will also be on the agenda next month for discussion.
It was motioned by Porter Wagner and second by Bob Keeney to approve the Coroner’s Financials and Invoices. Motion
carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for September and October. Inmate population was at 45 this morning. There
were 38 inmates in house. There were 33 male and five female. Two inmates are on the Electronic Monitoring Program
and two have been transferred to another county for Huber Work Release. Three inmates are serving their sentence in
another county. There are 10 sentenced inmates, six waiting to be sentenced and 12 on Probation Holds. There have
been two squad vs deer accidents causing some issues with the availability of squads. RACOM is working on getting our
new squads ready but they are currently having staffing issues. The Grant County Sheriff’s Office and assisting agencies
did great work on an incident involving a hunter who accidentally shot himself while on the river. The Christmas Shop
with a Cop Program and WGLR Holiday Auction will be taking place soon.
Under the Radio Project Update, the Cassville Tower Site is the only site left to be secured. All other sites have been
locked in with some towers being up and some foundations being poured. The progress has been slower than
anticipated.
Under Personnel, there are currently two Female Jailer Positions opened and one Male Jailer Position open. There are
two Full-Time Jailers currently in the Jail Academy and one in the Law Enforcement Academy.
There is no Training to discuss.
Under Grants, Boscobel Police Department, Dickeyville Police Department, Lancaster Police Department, Muscoda
Police Department and the Grant County Sheriff’s Office were awarded a $25,000.00 Seatbelt Grant with no match for
Grant County . The dates for Seatbelt Enforcement are 10-01-2022 to 09-30-2023. These same agencies are also eligible
for a Speed Enforcement Grant in the amount of $15,000.00 with no match. The dates for the Speed Enforcement are
06-01-23 to 08-31-24. It was motioned by Porter Wagner and seconded by Brian Lucey to accept these grants and send
them to the Full County Board. Motion carried.
There is a grant from the Department of Justice in the amount of $52,000.00 with a 50% match over the period of three
years for the purchase of Bodycams and additional storage. This falls in to the regular replacement schedule for
Bodycams. It was motioned by Gary Northouse and seconded by Bob Keeney to approve this grant and send it to the
Full County Board. Motion carried.
The Sheriff’s Office Invoices and Financials were presented. Bob Keeney second by Porter Wagner made a motion to
accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. The Assistance to Firefighters Grant
applications will soon be open. The Fiscal Year for grants has changed and will now coincide with Grant County’s Fiscal
Year. This will make budgeting easier. Steve is still in the process of trying to purchase trucks for the Boscobel Fire
Department. John Beinborn second by Brian Lucey made a motion to accept the Director’s Report. Motion carried.
Emergency Management Director Steve Braun would like the approval to amend the 2018 Countywide Hazard
Mitigation Plan to include schools who would like brick funding. This will be no cost to the county but will be time
consuming. It was motioned by Gary Northouse and seconded by Brian Lucey to approve the amendment to the 2018
Countywide Hazard Mitigation Plan pending the approval of Corporation Counsel. Motion carried.
Steve notified the committee of a grant available to update the Countywide Hazard Mitigation Plan in the amount of
$45,158.00 with a match of $6.400.00 that can be met with time contributed. It was motioned by Porter Wagner and
seconded by Gary Northouse approve the 2023 Update of Countywide Hazard Mitigation Plan. Motion carried.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Gary Northouse made a
motion to accept the Invoices and Financials. Motion carried.
It was motioned by Gary Northouse and seconded by John Beinborn to adjourn to Monday, December 12, 2022 at
9:00am. Motion carried.
