DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

March 13, 2023
The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. by Gary Northouse, Chairman Adam Day was attending via zoom. The
following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner,
John Beinborn, Brian Lucey, and Bob Keeney. Brandon Snyder was not present.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Steve Braun, Emergency Management
Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White,
County Clerk; Garry Pluemer, Facilities and Maintenance Manager; The Herald Independent and Kelly
Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. Porter Wagner second by Brian Lucey approved the
agenda. Bob Keeney second by Brian Lucey approved the minutes from the February 13 meeting with
one correction. All above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg would like to appoint another Deputy Coroner to cover for her when she is
out of the office. Phyllis has the authority to appoint another Deputy Coroner if needed.
It was motioned by Porter Wagner and second by Brian Lucey to approve the Coroner’s Financials and
Invoices. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for February. Inmate population was at 56 this morning.
There were 54 inmates in house. There were 44 male and 10 female. One inmate is on the Electronic
Monitoring Program and two have been transferred to another county for Huber Work Release. There
are 19 sentenced inmates, 11 waiting to be sentenced and 11 on Probation Holds. There are currently
12 contract inmates.
Sheriff Dreckman would like approval to participate in the U.S. Department of Defense Law Enforcement
Support Office (LESO) Program which was formerly the 1033 Program. The program permits the
Secretary of Defense to transfer extra Department of Defense supplies and equipment to state and local
law enforcement agencies for use at no cost except shipping and transportation. This also needs to be a
Public Notice. It was motioned by Porter Wagner and seconded by Brian Lucey to approve participation
in the LESO Program and send this to the Full County Board. Motion carried.
Sheriff Dreckman would like the committee’s approval to recognize a Proclamation for National Public
Safety Telecommunications Week April 9 – 15, 2023. It was motioned by Brian Lucey and seconded by
Porter Wagner to approve this and send it to the Full County Board. Motion carried.
Under the Radio Project Update, it is continuing to move forward with the Cassville site in the process of
being secured and the Potosi site is still being discussed.
Under Personnel, there is a Full-Time Dispatch opening. A current Dispatcher resigned but will continue
to work part-time.
Under Training, there are employees attending Instructor Development at SWTC. Four people are
attending a Peer Support Conference and we also have one employee attending Leadership in Police
Organizations this week.
Under Grants, equipment from WatchGuard was purchased and will be reimbursed with grant money.
The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Brian Lucey made
a motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report via zoom.
The Hazard Mitigation Planning Contract was not approved in the last meeting. It was motioned by Bob
Keeney and seconded by Brian Lucey to approve and sign the contract. Motion carried.
Steve would like the committee to recommend signing the State Homeland Security Program
Agreement. By signing this agreement the Local Government will agree to have Emergency
Management accept benefits for homeland security money. It was motioned by Adam Day and second
by John Beinborn to approve signing this agreement. Motion carried.
Emergency Management’s Invoices and Financials were presented. Gary Northouse second by John
Beinborn made a motion to accept the Invoices and Financials. Motion carried.
It was motioned by John Beinborn and seconded by Brian Lucey to adjourn to Monday, April 10, 2023 at
9:00am. Motion carried.
