DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. by Gary Northouse. Chairman Adam Day attended the meeting via zoom.
The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner,
John Beinborn, Brian Lucey, Joe Mumm and Bob Keeney.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Captain Craig Reukauf, Jail Administrator;
Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater,
Information Technology; Tonya White, County Clerk; and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. Porter Wagner second by Brian Lucey approved the
amended agenda. Bob Keeney second by Joe Mumm approved the minutes from the April 10 meeting.
All above motions carried.
There was no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg notified the committee that Ford Motor cancelled her order for the new
Coroner vehicle. Chief Deputy Travis Klaas may have one available for the Coroner to purchase. He will
call Ewoldt’s to get the status on the Sheriff’s Office vehicles that have been ordered and update the
committee next month. There are two people interested in a Deputy Coroner Position to help out while
Phyllis is on vacation this summer. Phyllis did speak with Chris Johll and he will do the cremations.
It was motioned by Brian Lucey and second by Adam Day to approve the Coroner’s Financials and
Invoices. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for April. Inmate population was at 47 this morning. There
were 41 inmates in house. There were 35 male and six female. Five inmates are on the Electronic
Monitoring Program. There are 16 sentenced inmates, eight waiting to be sentenced and six on
Probation Holds. There are currently 11 contract inmates. The amount of 911 hang-ups received has
increased significantly. This takes a lot of time to respond to these calls.
The Law Enforcement Memorial Service will be held on Wednesday, May 17 at 12:00 pm at the
Community Services Building. All committee members are encouraged to attend. The final Autopsy
Report for Ronald Henry was received and Sheriff Dreckman issued a Press Release.
Sheriff Dreckman updated the committee on an Emergency Detention situation in the jail where a
female inmate jumped off the second floor of the cell block and shattered her ankle. The inmate was
transferred to the UW Hospital and the Sheriff’s Office had to provide security 24 hours a day. This
would cause 278 hours of overtime. The inmate also had two surgeries and stayed two weeks at the
hospital. The invoices for medical care have not been received yet.
Captain Craig Reukauf would like to increase the hours of mental health provided by Advanced
Correctional Healthcare. The need for Mental Health Services for inmates has increased significantly.
Captain Reukauf will speak with Advanced Correctional Healthcare to see if they are able to provide
additional hours and update the committee next month.
Captain Craig Reukauf would like to promote two Jailers to Corporals. There are currently two Corporals
splitting time between evening and day shifts. The promotions would be for 2024 and would not add
any additional positions. This will help with workload and a Corporal will be available on each shift. It
was motioned by Adam Day and seconded by Porter Wagner to approve the promotion of two Jailers to
Corporals for the 2024 Budget year. Motion carried.
Captain Craig Reukauf would like all inmates out on Huber to wear an electronic monitoring bracelet for
better tracking. The Huber fees would increase to the same rate as the Electronic Monitoring rate. It
was motioned by Adam Day and seconded by Brian Lucey to increase the Huber fees. Motion carried.
A bill was passed for Jailers to have the option of receiving Protective Retirement Status. This will give
Jailers who wish to participate the ability to retire early and also have duty disability benefits. The cost
of this will fall on the employee. Sheriff Nate Dreckman would like to find a way to help offset the
expense to the Jailers. Sheriff Dreckman will get more information on some options and bring this back
next month for discussion.
Under the Radio Project Update, it is continuing to move forward with the Cassville site in the process of
being secured.
Under Personnel, the Sheriff’s Office is fully staffed.
Under Training, Sheriff Dreckman will be attending the National Sheriff’s Association Conference in June.
The expense will be paid through a scholarship Sheriff Dreckman received.
There are no Grants to discuss at this time.
It was motioned by John Beinborn and seconded by Porter Wagner to accept the Sheriff’s Report.
Motion carried.
The Sheriff’s Office Invoices and Financials were presented. Porter Wagner second by Adam Day made a
motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. The three Firetrucks
that Steve ordered have been put on hold. Emergency Management has been busy with the flooding.
The cress at the Mississippi came in lower than expected and there were a limited number of families
that were displaced. Limited Term Employees were able to help with this. There were many resources
available and all the damage was well documented. Bagley, Cassville and Jamestown will be able to
qualify for flood damage assistance.
Steve will be partnering with Crawford County to apply for the CDBG-EAP. This application is income
eligible and he will update the committee on this application.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Adam Day
made a motion to accept the Invoices and Financials. Motion carried.
It was motioned by Brian Lucey and seconded by Joe Mumm to adjourn to Monday, June 12, 2023 at
9:00am. Motion carried.
