HomeMy WebLinkAbout11 LECminutes11-13-23GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 November 13, 2023 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. by Chairman Adam Day. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner, John Beinborn, Brian Lucey, Joe Mumm, Gary Northouse and Bob Keeney. GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Steve Braun, Emergency Management Director; Shane Drinkwater, Information Technology; Tonya White, County Clerk; the Herald Independent and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. Gary Northouse second by Joe Mumm approved the amended agenda. John Beinborn second by Brian Lucey approved the minutes from the October 9 meeting. All above motions carried. Under Public Forum, there will be a drive-thru Spaghetti Supper at the Dickeyville Fire Department this Wednesday from 5 to 7 pm. Everyone is encouraged to attend. Coroner: Coroner Phyllis Fuerstenberg was not at the meeting, she was called out this morning. Porter Wagner second by Brian Lucey made a motion to accept the Invoices and Financials for the Coroner. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for October. Inmate population was at 50 this morning. There were 44 inmates in house. There were 40 male and four female. Five inmates are on the Electronic Monitoring Program and one transferred to another county for Huber Work Release. There are 17 sentenced inmates, 9 waiting to be sentenced and 13 on Probation Holds. There are currently five contract inmates. Contract inmates are down due to Scott County Inmate population being down. There was an incident where a student was threatening schools. It was reported right away and the individual was tracked down very quickly. The staff and student who reported the incident did an excellent job in responding to the threat. Sheriff Dreckman testified in support of Regional Crisis Centers. This would make the Emergency Detention process less time consuming. The Jail Stipend was up for discussion due to the Market Review results being received. The Jailers being responsible for the cost of their Protective Status is still going to cause the Jailers a 9% decrease in their take-home pay. The pay increase that will be received at the first of the year does not compensate for this. It was discussed to extend the stipend but a more permanent solution would be better going forward. It was motioned by Bob Keeney and seconded by John Beinborn to table this until December and have the Sheriff come back with more information and a plan. Motion carried. Sheriff Dreckman presented a Crime Prevention Board Resolution that would have a committee meeting one or two times a year to discuss the dispersing of funds to Crime Stoppers and Dare. These are ordered by a judge to be paid by defendants when receiving traffic tickets. It was motioned by Gary Northouse and seconded by Joe Mumm to approve the resolution and send it to the County Board. Motion carried. Under the Radio Project Update, the final six sites are accepting bids and router installation has begun at some sites. There may need to be a special meeting in December to approve the final bids. Under Personnel, two Male Jailers are going through the psychology process. We also have a Deputy going through the background process that has many years of experience. There was no Training to discuss. There were no Grants to discuss. The Sheriff’s Office Invoices and Financials were presented. Gary Northouse second by John Beinborn made a motion to accept the Invoices and Financials. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. They have been working on closing out the funding paperwork for 2023. The equipment has been winterized. Elderfest was successful. Emergency Management has been putting a lot of focus on supporting EMS. Many programs are struggling and in need of volunteers. Code Red has been put on hold due to security concerns. The cost for the first year of Code Red when it is implemented will come from the Health Department. The ability to order trucks has opened up but the price has increased. Hazmat funds will pay for a majority of the cost with the Fire Departments covering the rest. The Wisconsin Disaster Medical Response Team is in charge of a portable First Aide and Treatment Facility. Volunteers are difficult to find and the head volunteer retired and it was decided to discontinue this. Steve was approached by the team to accept their equipment under no obligation or conditions. Steve would like to accept the equipment, take inventory of it, and then disperse the equipment to other departments that are in need. John Beinborn second by Joe Mumm made a motion to accept the deeded equipment after the review and approval of Corporation Counsel. Motion carried. The EMPG and EPCRA Funding are operational grants and used for the salaries and benefits for Emergency Government. The process has not changed much and has been used for many years. It was motioned by Bob Keeney and seconded by Porter Wagner to approve these grants and send them to the County Board. Motion carried. The HMEP Training Grant is used to help fund refreshers and skills day for Hazmat and Technical Personnel. It was motioned by Porter and seconded by Joe Mumm to accept the grant and send it to the County Board. Motion carried. Emergency Management’s Invoices and Financials were presented. Gary Northouse second by John Beinborn made a motion to accept the Invoices and Financials. Motion carried. It was motioned by Gary Northouse and seconded by John Beinborn to adjourn to Monday, December 11, 2023 at 9:00am. Motion carried.
