DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING

The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. by Chairman Adam Day. The following members and personnel were
present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner,
John Beinborn, Brian Lucey, Joe Mumm, Gary Northouse and Bob Keeney.
GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Steve Braun, Emergency Management
Director; Jason Wagner, Emergency Management Deputy Director; Coroner Phyllis Fuerstenberg; Shane
Drinkwater, Information Technology; Tonya White, County Clerk; and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. Gary Northouse second by John Beinborn approved
the agenda. Joe Mumm second by Brian Lucey approved the minutes from the November 13 meeting.
All above motions carried.
There is no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg notified the committee that she will now be responsible for responding to
all Hospice Deaths and signing the death certificates. This will cause an increase in the amount of hours
that she works but revenue will also increase some.
She has also has some cremains from the Beeman Patchek Funeral Home in her possession and will be
receiving more. She is not sure who they belong to. It was decided that the cremains be kept in the
Sheriff’s Office locked Evidence Room. Phyllis will meet with Corporation Counsel for some guidiance.
Porter Wagner second by Brian Lucey made a motion to accept the Invoices and Financials for the
Coroner. Motion carried.
Sheriff’s Briefing:
The monthly activity report was reviewed for November. Inmate population was at 46 this morning.
There were 42 inmates in house. There were 38 male and four female. Three inmates are on the
Electronic Monitoring Program and one transferred to another county for Huber Work Release. There
are 13 sentenced inmates, 13 waiting to be sentenced and 10 on Probation Holds. There are currently
six contract inmates. Contract inmates are down due to Scott County Inmate population being down.
Sheriff Dreckman has been in contact with Dubuque County for housing inmates but has not heard back
yet. The Shop With a Cop Christmas Event will be held this week.
Sheriff Dreckman presented a Resolution in support of increasing the number of Deputies for the Grant
County Sheriff’s Office. This will be a long term plan of sending current Jail Staff to the Law Enforcement
Academy. Many of the current Deputies started their career in the Jail. The Resolution is to transition
16 Jailers to Deputies through training. This training is reimbursed through the state and there will be
no cost to the county in 2024. It was motioned by Gary Northouse and seconded by Joe Mumm to
approve the resolution with the word change of up to 16 current Jailers in lines 35 – 39, the approval of
Ben Wood and the amendment from Bob Keeney to change the number of Jailers from 16 to eight.
Motion carried.
The discussion and possible action on the Jail Stipend will be removed from the agenda due to the
second part of the wage increase in 2025.
Chief Deputy Travis Klaas updated the committee on the 2023 Budget.
Under the Radio Project Update, the final six sites are accepting bids and router installation has begun at
some sites.
Under Personnel, there are two open Male Jailer Positions. We also have a Deputy going through the
psychology process that has many years of experience.
There was no Training to discuss.
There were no Grants to discuss.
The Sheriff’s Office Invoices and Financials were presented. Gary Northouse second by Porter Wagner
made a motion to accept the Invoices and Financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun presented the Director’s Report. They have been
working on closing out the funding paperwork for 2023. The Mitigation Plan is complete and on the
county website. IT Director Shane Drinkwater approved moving forward with Code Red before spring.
Steve has received some of the equipment from The Wisconsin Disaster Medical Response Team and it
is in very good shape. When the rest of the equipment is received he will be coming to the committee
for a recommendation on dispersing the equipment.
Emergency Management’s Invoices and Financials were presented. John Beinborn second by Gary
Northouse made a motion to accept the Invoices and Financials. Motion carried.
It was motioned by Bob Keeney and seconded by Gary Northouse to adjourn to Monday, February 12,
2024 at 9:00am. Motion carried.
