HomeMy WebLinkAbout02 LECminutes021224GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 February 12, 2024 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. by Chairman Adam Day. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Porter Wagner, John Beinborn, Brian Lucey, Joe Mumm, Gary Northouse and Bob Keeney. GUESTS: Sheriff Nate Dreckman; Chief Deputy Travis Klaas; Steve Braun, Emergency Management Director; Coroner Phyllis Fuerstenberg; Shane Drinkwater, Information Technology; Tonya White, County Clerk; Garry Pluemer, Facilities and Maintenance Manager; Director/Health Officer Jeff Kindrai and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. Gary Northouse second by Brian Lucey approved the agenda. Brian Lucey second by Bob Keeney approved the minutes from the December 11 meeting with one correction. All above motions carried. Director/Health Officer Jeff Kindrai was present to discuss the increase on the use of hemp derived products. These unregulated products are available for purchase almost everywhere and people including kids are adjusting these products and ending up in hospitals. When testing the products that are available over the counter the levels of THC in them are inconsistent with some being as much as 10 times higher than they should be. These products are especially harmful for young adults and kids and are being used in and out of school. This presentation is to raise awareness in hopes to restrict sales to people ages 21 and older and to also regulate retailers selling these products. There is no Public Forum to discuss. Coroner: Coroner Phyllis Fuerstenberg notified the committee that having the additional van for the Deputy Coroner to use has saved money in mileage reimbursement. Phyllis spoke with Ben Wood about the cremains received and Grant County will be responsible for the burial of them. They have been identified and family members were notified and were not interested in taking ownership in the cremains. It was motioned by John Beinborn and seconded by Porter Wagner to follow Corporation Counsels recommendation for burial. Motion carried. Gary Northouse second by Porter Wagner made a motion to accept the Invoices and Financials for the Coroner. Motion carried. Emergency Management: Emergency Management Director Steve Braun presented the Director’s Report. The FEMA Assistance to Firefighters Grant Applications have opened up with 35 applications that need submitted. Steve would like to have them finished by March 1. The Code-Red implementation is still moving forward with the set up. The Medical Response Equipment has been received and Steve will finish the inventory and dispersing of the equipment when the weather gets warmer. The Weather Response Validation for the Hazmat Team went well. Winter refresher courses will start soon for the Hazmat Team. The storage shed leased by Emergency Management where equipment is stored has been unexpectedly sold. The new owner of the building presented a lease agreement to Steve that increased the rent from $500.00 to $1,500 a month. The length of the lease would be negotiable. Funds from the Hazmat Team would be able to cover the rent for 2024 with no out of budget spending Steve would like to in the future build a storage shed near the Community Services Building which was originally discussed during construction. It was motioned by Porter Wagner and seconded by John Beinborn to sign an 18 month lease beginning January 1, 2024 and email it to the committee members for review. Motion carried. Emergency Management’s Invoices and Financials were presented. Gary Northouse second by Joe Mumm made a motion to accept the Invoices and Financials. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for January. Inmate population was at 50 this morning. There were 43 male and seven female. Seven inmates are on the Electronic Monitoring Program and one transferred to another county for Huber Work Release. There are 13 sentenced inmates, 12 waiting to be sentenced and 10 on Probation Holds. There are currently six contract inmates. Under the Radio Project Update, several towers are communicating with each other and things are moving along well. There were seven bidders for the last five tower sites. Sheriff Dreckman passed out the bids along with a recommendation from Edge Consulting Engineers, LLC for review. It was motioned by Gary Northouse and seconded by Porter Wagner to go with the recommendation of Finish Excavating, Inc. Motion carried. Under Personnel, two Jailers have been promoted to Corporals starting February 11. Deputy Travis Wetter was hired with many years of experience. Male Jailers Dylan Bellamy, Jamie Ralph and Daniel Mincemoyer have been hired and are doing well. There is one Female Jailer position open. There was no Training to discuss. There were no Grants to discuss. The Sheriff’s Office Invoices and Financials were presented. John Beinborn second by Brian Lucey made a motion to accept the Invoices and Financials. Motion carried. It was motioned by Gary Northouse and seconded by Porter Wagner to adjourn to Monday, March 11, 2024 at 9:00am. Motion carried.
