HomeMy WebLinkAbout12 LECminutes12-09-24GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 December 9, 2024 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. by Chairman Kathy Kopp. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Gary Ranum, Rick Sanson, Adam Day, John Beinborn, Brian Lucey and Bob Keeney. GUESTS: Sheriff Craig Reukauf; Chief Deputy Travis Klaas; County Administrator Nate Dreckman; Coroner Phyllis Fuerstenberg; Steve Braun, Emergency Management Director; Tonya White, County Clerk; and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. John Beinborn second by Adam Day approved the agenda. Rick Sanson second by Gary Ranum approved the minutes from the October 14 meeting. All above motions carried. There is no Public Forum to discuss. Coroner: Coroner Phyllis Fuerstenberg notified the committee that she is seeing more Dane County cases being referred back to Grant County for unknown reasons. This will cause more travel for the Coroner’s Office due to a required photo of the deceased that needs to be taken. Dane County will not take the photo. Phyllis will do some research on what the issue is and update the committee next month. Coroner Invoices and Financials were presented. John Beinborn second by Bob Keeney made a motion to accept the invoices and financials. Motion carried. Emergency Management: Emergency Management Director Steve Braun gave the Director’s Report and updated the committee on trainings and grant applications. The paging site in Richland County is up and running. The cost for this will come out of the Sheriff’s Office Communication Budget. Steve would like permission to transfer county owned parcels to the Village of Patch Grove. The property was purchased with grant money received from FEMA and is located in a flood plain. John Beinborn second by Adam Day made a motion to approve the transfer of the parcels to the Village of Patch Grove after Corporation Counsel prepares the paperwork and send this to the Full County Board. Motion carried. Steve would like the committee to retroactively approve a grant in the amount of $8,963.00 for Hazardous Materials System Equipment. Adam Day second by Gary Ranum made a motion to accept the grant. Motion carried. Emergency Management’s Financials and Invoices were presented. Adam Day second by Rick Sanson made a motion to accept the Financials and Invoices. Motion carried. Sheriff’s Briefing: The monthly activity report was reviewed for the month of November. Inmate population was at 67 this morning. There were 54 male inmates and 13 female. Seven inmates are on the Electronic Monitoring Program. There are 15 sentenced inmates, 14 waiting to be sentenced and 15 on Probation Holds. There are currently 13 contract inmates. Sheriff Reukauf passed out information on different examples for a storage building that Emergency Government, The Highway Department and the Sheriff’s Office would all be able utilize when constructed. This is just for information purposes at this point. The Corporal wages and the compression issue going into 2025 were discussed. Chief Deputy Klaas recommended moving all the Corporals to a grade higher and moving Corporal Walls to step 6, Corporals Hill, Slater and Timmerman to step 4. Adam Day second Rick Sanson made a motion to move all Corporals a grade higher and move Corporal Walls to step 7, Corporals Hill, Slater and Timmerman to step 4 to prevent future compression issues. Motion carried. Under the Radio Project Update, things are moving forward with only a few issues and minor changes. Under Personnel, there is a Female Jailer, Deputy and Dispatcher position open. Mason Nemitz has been promoted to Captain/Jail Administrator. Jeremy Harty has been promoted to Sergeant. Travis Cliff has transferred to a Detective position. Mark Schwarz has transferred to the Detective Sergeant position. The Sheriff’s Office Staff have been training at the Vortex Training Facility in Barneveld in preparation of the transition for the new firearms. Under Grants, Sheriff Reukauf will continue to provide wellness visits for staff under the Opioid Settlement. The Sheriff’s Office Invoices and Financials were presented. Adam Day second by Brian Lucey made a motion to accept the Financials and Invoices. Motion carried. John Beinborn second by Adam Day made a motion to go into Closed Session per State Statute 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility regarding Emergency Management Director Annual Performance Evaluation. Roll call vote taken with all members being present. Motion carried. Adam Day second by Rick Sanson made a motion to return to Open Session. Motion carried. It was motioned by John Beinborn and seconded by Rick Sanson to adjourn to Monday, January 13, 2025 at 9:00am. Motion carried.
