HomeMy WebLinkAbout081009GRANT COUNTY EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER July 13, 2009 The Grant County Emergency Management/Disaster Services Committee was called to order August 10 at 10:00 a.m. by Chairman John Patcle. The following members and personnel were present: EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: Tony Runde, Robert Keeney, Larry Wolf, Rodney Johnson, Patrick Schroeder, John Patcle. Robert Scallon was excused Others: Sheriff Keith Govier, Chief Deputy Jack Johnson, Coroner Ronald Sturmer, Kelly Bird, Steve Braun, Emergency Management, Julie Loeffelholz, Recording Secretary. --------------------------------------------------------------------------------------------------------------------------------- Motion by Pat, Second by Bob, verified that the meeting had been posted in accordance with the open-meeting law. Motion carried. Motion by Rodney, Second by Tony to accept the agenda with one correction. Under public property and budget requests, the date reads 2009 and should read 2010. Motion carried with correction. Motion by Larry, Second by Rodney to approve the minutes from the previous meeting. Motion carried. Motion by Pat, Second by Larry to pay the bills. Motion carried. Director’s Monthly Report: Steve discussed the continuing effort to get the channel cleared in Bagley. The Village Board has approved the request to put in an application to the Department of Commerce for CDBG funds to assist with the costs. Steve w ill work with them to get the application in to the state once a funding announcement is made. Steve passed around photos of various safety events and activities that our office has been involved in over the past month, and discussed an incident that occurred at Grant Regional Health Center involving the deployment of Lancaster’s hazardous materials response tent and equipment. New Business: Grant County experienced severe storms with hail and flash flooding on July 24. Two storms moved from the north to the south which is fairly rare. Steve showed the committee the radar images which indicated areas of pink intensity indicating hail. GCEM opened the County Emergency Operations Center and began contacting communities for damage assessment figures. Several reports were filed with the State and a request will be made from the Wisconsin Disaster Fund to assist municipalities with the cost of cleanup and repairs. There was a debate as to whether there was any money in the disa ster fund. Assembly Representative Garthwaite and his assistant Jon were extremely helpful in determining if the Fund contained any money. According to the Legislative Audit Bureau, $1Million had been put in the fund a month and a half ago. Ellenboro had the largest amount of damage with most of the damage in the southern and central municipalities. We have determined that approximately 1000 homes had damages, but most were insured. We have some concerns that the low income and elderly residents may not have insurance or have large deductibles and we may make a request for assistance from the Department of Commerce for additional money to put into the Emergency Assistance Program for qualifying homeowners. The Beetown wall project continues with the bid opening held last Friday. The a mounts are still more than NRCS engineers had figured. NRCS will now go back to National and request more money. They have a good chance of getting the additional funds. The Highway Department was not able to bid on the project due to statutory restrictions. Question as to why this is all one project and if there is a chance of separating the bids. Answer that this was discussed with the contractors at the site showing, and it was determined that only one contractor will be awarded the bid for both por tions of the project. Motion by Pat, Second by Rodney to award the project to Allied Stone, Lancaster, once the funding issues have been worked out. Motion carried. Public Property Request: GCEM will not be making a request. Budget: Steve has reviewed the figures and believes he can bring the budget in at a 0% increase as requested by the finance committee. There will have to be some increases to a few of the expense accounts, but our state/federal aid projections for the year will increase to offset this. Public Comments: None Motion by Rodney, Second by Tony to adjourn until Tuesday, September 1, 2009 at 1:00 p.m. in the Grant County Law Enforcement Center. Motion carried.
