GRANT COUNTY LAW ENFORCEMENT CENTER
September 1, 2009
The Grant County Emergency Management/Disaster Services Committee was called to order September 1 at 1:00 p.m. by
Chairman John Patcle. The following members and personnel were present:

Johnson, Patrick Schroeder, John Patcle and Robert Scallon.

Motion by Larry, Second by Rodney, verified that the meeting had been posted in accordance with the open-meeting law. Motion
carried. Motion by Rodney, Second by Pat to accept the agenda as printed. Motion carried. Motion by Pat, Second by Tony to
approve the minutes from the previous meeting. Motion carried. Motion by Pat, Second by Robert Keeney to pay the bills.
Question about the reimbursement to SWTC. Answer that this was the HAZMAT Technician class held in Cuba City and was
reimbursed by a State Training Grant. Motion carried.
Director’s Monthly Report: Steve passed out several handouts. The first is a Homeland Security Communications Grant Award.
This was received last Thursday from the Office of Justice Assistance. This is pre-award. The radios will be available to those
who were awarded funding at 50-60% of the cost. Mobiles are rated at $2000 while portables rate $1000 in assistance. A grant
application now must be made for all the departments to receive the radios. Motion by Pat, Second by Robert Scallon to take the
grant application to the County Board.
AFG news. The Glen Haven Fire Department has been given preliminary notification that they will receive their 2008 fire gr ant.
FEMA went back and has awarded more grants because leftover funding was available. Glen Haven will received 10 sets of
turnout gear and a defibrillator. The final grant approval announcement is expected in a few days. The Defibrillator will be the
only one in the area.
Comelec has completed the installation of 50 mobile radios in fire trucks around the county. These will all be narrow-banding
compliant and will meet the FCC rules for capabilities. Most fire trucks are now equipped with new radios, with the exception of
Potosi Fire Department. Steve noted that a grant application is pending for Potosi.
Old Business: The Beetown project is getting closer. The DNR Permit required notice has been posted in the newspaper. Thus
far, there are no issues and it looks like the project could start very soon. Allied Stone is anxious to get the project started, as are
the homeowners.
New Business: Steve passed around a press release for discussion regarding the new group of volunteers that our office will
establish. The first meeting will take place September 17 in Lancaster. The idea behind this group is to recruit volunteers to help
during times of disaster. Question about how often the group will meet. Answer between monthly and every -other month.
Question if volunteers will have to pass background checks. Answer that yes, part of the application process will include a
background check.
Budget: Steve reviewed the budget with the committee members. There are few changes from 2008. It falls within a zero percent
increase as directed by Finance. Steve noted that they are able to do this only because of increases in state/federal funding towards
the emergency management program. Steve reminded the committee that only 44.7% of the annual budget is provided by Grant
County, with the balance made up by state and federal preparedness funding. Motion by Larry, Second by Rodney to forward the
proposed budget to Finance. Motion carried.

Motion by Tony, Second by Robert Scallon to adjourn until Monday, October 12, 2009 at 10:00 a.m. in the Grant County Law
Enforcement Center. Motion carried.
