GRANT COUNTY LAW ENFORCEMENT CENTER

The Grant County Emergency Management/Disaster Services Committee was called to order January 04 at
10:00 a.m. by Vice-Chairman Tony Runde. The following members and personnel were present:
EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: Tony Runde, Robert Keeney,
Larry Wolf, Rodney Johnson, Pat Schroeder and Robert Scallon. Absent: John Patcle - excused
GUESTS: Steve Braun, Emergency Management, Sheriff Keith Govier and Chief Deputy Jack Johnson
Grant County Sheriff’s Department, Ron Sturmer, Coroner and Kelly Bird, Recording Secretary (GTSO),
Julie Loeffelholz, Recording Secretary.

Larry, second by Rodney, verified that the meeting had been posted in accordance with the open-meeting
law. Robert Scallon, second by Robert Keeney, motioned to approve the agenda as mailed. The minutes
were approved in motions by Pat and second by Robert K. Bills were approved in a motion by Pat and
second by Robert Keeney. All above motions carried.
Old Business: Radio Upgrades were discussed by Steve. The new system is up and running.
Reprogramming is in progress and in about two weeks everyone should be switched over to the new system.
Steve has also been doing some distance testing and has determined that communications via portable radios
has improved with the new system. He has tried portables in Scales Mound and in Cobb and both worked
well even with the distance. Question about law enforcement getting on the new system. The grant itself
was to build a microwave system and to connect the fire and EMS radio repeaters to that system. However
there is capacity in the system to add law enforcement at a greatly reduced cost in the future.
Wisconsin Disaster Fund Application was discussed by Steve. Back over the summer, we submitted two
applications including damage assessment and estimates to the State for consideration for the WI Disaster
Fund. We were told not to expect much as Wisconsin Emergency Management was uncertain how much
was in the fund. Two weeks ago, we were notified that in fact there was money and that we needed to collect
a large amount of paperwork for submission. We have approximately 1/4th of the paperwork and will
continue to collect the necessary documentation so municipalities can receive some reimbursement .
Question about amount municipalities will receive. Steve replied that they could get up to 70%
reimbursement, but there are no guarantees due to the limited funds available.
Steve noted that fire grant awards are still not out, but we are expecting news in the next 2-3 weeks. Steve
passed around a preliminary list of departments that received favorable reviews of their applications.
Question about grants in neighboring counties. Steve noted that they have written grants for nearby fire
departments including Wauzeka, Bridgeport, East Dubuque, and Scales Mounds. These departments are
mutual aid partners, and respond in to Grant County for emergencies. Steve also noted that he and Julie both
volunteer many hours of unpaid time each year to write these grants because of the short timeframe for
submission.

It was motioned by Robert Scallon and second by Robert Keeney to adjourn until the next meeting on
February 8, 2010.
