The Grant County Emergency Management/Disaster Services Committee was called to order December 13 at 10:00 a.m. by
Chairman John Patcle. The following members and personnel were present:

Loeffelholz, Lester Jantzen, John Patcle and Larry Wolf. Patrick Schroeder requested to be excused.

Motion by Larry, second by Vince, verified that the meeting had been posted in accordance with the open-meeting law.
The Agenda was approved with no corrections in a motion by Lester, second by Steve. The minutes of the previous
meeting were approved in a motion by Vince and second by Lester. Bills were approved in a motion by Steve and second
by Larry. All above motions carried.
Old Business: Steve outlined activities of the office since the last meeting. Steve has been working on closing out the Plan
of Work. He explained that our office receives about $60,000 in operating revenue from the State to support the
administrative operations of our department. In exchange for the funding, our department is obligated to complete a
number of tasks each year relating to planning, training, exercising, and paperwork. Many of the required projects ended
up on the back burner once again, due to this year's flooding.
Flood Recovery Issues: We are still working on Individual and Public Assistance from the storms in July. To date,
approximately $925,000 in recovery assistance has been obligated to municipalities in Grant County. This number will rise
slightly as we have cost over-run requests for the Villages of Potosi and Dickeyville. For the most part, things have been
progressing rather smoothly, with the exception of Beetown. The Porter Bridge Road Project for Beetown Road has not yet
been resolved. That project is estimated to cost $90,000, but at this point only $30,000 has been obligated. Additional
funding has been requested. The Slabtown Road project from 2004, also in Beetown, has also hit another snag. Last
month, the outgoing Public Assistance Officer gave the town permission to move forward and complete the project since
the town is not requesting additional funding above and beyond what has already been obligated. However, this month the
state has again put the project on hold and is requesting more information. Discussion followed.
Question about damages to a new county-owned bridge on County Highway D. Steve explained that this roadway is part of
the Federal Road System and therefore is not eligible for FEMA assistance. Most county roads are part of the Federal Road
System, which makes it hard to recover disaster-related losses.
Individual Assistance is moving forward. We are still writing a significant number of appeals for homeowners. We are
also finding a few who did not register despite the fac t that they were called repeatedly, sent reminder letters, materials
were published in area newspapers and on the radio and many had more than one home visit by representatives from FEMA
and from Project Recovery. We are working to still get a few of them registered as they had extenuating circumstances.
Now that some time has passed since the flooding, we are starting to identify a handful of families that seem to have fallen
through the cracks. We are working with them regarding FEMA appeals, but we ar e also still expecting some funding from
the CDBG-EAP program to aid these families. That grant request was approved by the full County Board during one of the
fall meetings, however during subsequent discussions it was determined that the best course of action would be to wait a
few months to see what needs existed after FEMA aid was distributed. The CDBG-EAP application is now nearly
complete and will be submitted to the State later this week.
Experience Works presently does not have anyone looking for a job at this point, but hopes to have someone after the
holidays for our office. They have placed us on their waiting list.
Grants: Homeland Security Radio Grant Round #6 has been announced. It is actually not a new grant, but old applications
were reviewed and those that weren’t previously awarded are getting funded now. Our office will receive 3 radios. Two
mobile and one portable. They will be used to replace the radios in the Mobile Command Post that are outdated and
obsolete. Dickeyville PD also was awarded a radio. We still need to submit a "formal" application despite the fact that the
we have already been pre-selected to receive the radios. Steve would like to take grant application request to the full
county board in January. Motion by Lester, second by Vince to take the grant application to the full county board at the
January meeting. Motion carried.
Steve discussed some upgrades to the Sheriff's Department and Fire/EMS radio systems that are now in progress. Price
quotes came in very favorably, and it looks like in the end the project will save the Sheriff's Department an additional
$50,000 that the county otherwise would have had to pay outright to update the radio towers. The upgrades should be
completed in January and will be tested and online by February.
Steve noted that this year's Assistance to Firefighters grants are starting to come out. Although the awards have not yet
been made official, Steve reported on at least five fire departments that have been assigned award numbers, which is a near
certainty that they will be funded in coming weeks. About 25 applications made it through the first round of cuts and are
now in the peer review stage. Official announcements will start in the next few weeks and will likely continue for several
months.
