HomeMy WebLinkAbout041111EM Minutes GRANT COUNTY EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster WI 53818 April 11, 2011 The Grant County Emergency Management/Disaster Services Committee was called to order April 11 at 10:00 a.m. by Chairman John Patcle. The following members and personnel were present: EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: John Patcle, Larry Wolf, Pat Schroeder, Steve Adrian, Vincent Loeffelholz, Lester Jantzen and Robert Scallon GUESTS: Steve Braun, Emergency Government, Kelly Bird. Grant County Sheriff’s Department, David Timmerman, Grant County Herald Independent, Grant County Coroner Ron Sturmer and Julie Loeffelholz, Recording Secretary. --------------------------------------------------------------------------------------------------------------------------------- Steve Braun verified the agenda has been posted by the County Clerk at the Administration Building and the Courthouse as well as on the Grant County website. Vince, second by Lester, motioned to approve the agenda as mailed. The minutes were approved in motions by Larry and seconded by Lester. Payment of the bills was motioned by Vince, second by Bob. All above motions carried. The Monthly Director’s Report was given by Steve Braun. This week is tornado awareness week. There will be a state-wide drill on Thursday. The National Weather Service will issue a Mock Watch at 1:00 with a Mock Warning issued at 1:30. All municipal tornado sirens will be tested during the drill. Also, Skywarn Weather Spotter classes will be held this week and next. One in Lancaster this week and Sinsinawa next week. Under Old Business, Steve gave an update on the snow declaration. We did receive a federal disaster declaration which will cover the costs of snow removal at 87 1/2%. Each municipality has been contacted and invited to an applicant briefing which will be held this week at the Lancaster High School. FEMA rep Jim Zavoral will be returning to Grant County for a third time and will need office space for approximately 6 weeks. He is also responsible for Lafayette and Iowa Counties so he will have approximately 4 personnel working with him. Since most municipalities sent in their paperwork already, this should go by rather quickly. Under New Business, Steve updated the committee on the flooding. The river is now expected to come within a foot or two of the 2001 level. It is expected to rise a foot a day through next week. We will be attending a webinar following the meeting to get an update from the National Weather Service. In discussions with Mark Bartels from Cassville, this morning, he feels that the village will be okay as long as we don’t have heavy rains. The report is similar from Glen Haven. Both have 6” pumps from the Army Corps of Engineers. Bagley has some issues they are addressing and have been sandbagging at River of Lakes and other low-lying areas. Some residents are sandbagging in rural areas. 80,000 sandbags have been delivered to the county. About 14,000 have been distributed to Glen Haven, Bagley and Cassville to date, with the remainder in storage. Steve and Julie will continuously monitor the water levels and document how high the levels get at various locations along the river. The information will also be recorded for use with the pending update of our Hazard Mitigation Plan. Julie updated the committee on the 2010 FEMA funding. We are nearly finished with many of the projects, but still have some that need to be obligated by FEMA. Under Grants, Steve updated the committee on a grant for LIDAR mapping that was recently received to assist with mapping in Grant County. It will be used primarily by Terry Loeffelholz in Zoning and Rose in the Land Office. It will help enhance the flood plain mapping also. The grant amount was $450,000. Under AFG grants, Steve passed around photos of the new fire truck awarded to Montfort, which is under construction and will be completed and delivered in a few weeks. There were 108 fire grants awarded in Wisconsin. That means about 1.5 per county on average. We had 13 awarded in Grant County and two others in Crawford County that were written by us. That makes our office at the top of the list for successful grants for the 7th year now. We are expecting that the 2011 grant applications will open in the next few weeks and will perhaps be due by the end of May. There are no requests for Public Forum at this time. It was motioned by Lester and second by Larry to adjourn until the next meeting on May 9, 2011 at 10:00 am. Motion carried.
