HomeMy WebLinkAboutAugust2012 emGRANT COUNTY EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster WI 53813 August 13, 2012 The Grant County Emergency Management/Disaster Services Committee was called to order August 13, 2012 at 10:00 a.m. by Chairman Larry Wolf. The following members and personnel were present: EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: Larry Wolf, John Beinborn, John Patcle, Lester Jantzen, Robert Scallon and Vincent Loeffelholz. Excused: Patrick Schroeder GUESTS: Steve Braun, Emergency Government, Sheriff Keith Govier, Grant County Sheriff’s Department, Sheriff Nate Dreckman, Grant County Sheriff’s Department, Chief Deputy Jack Johnson, Grant County Sheriff’s Department, Captain Anthony Sheckles, Grant County Sheriff’s Department, Grant County Coroner Ron Sturmer, Kelly Bird, Grant County Sheriff’s Department, David Timmerman, Media Representative, Jessica Schmiedke, Vandewalle & Associates, Ron Admunson , Comelec Radio Service, Julie Loeffelholz, Recording Secretary. --------------------------------------------------------------------------------------------------------------------------------- Meeting was called to order by Chairman Larry Wolf. Steve Braun verified the agenda has been posted by the County Clerk at the Administration Building, Courthouse, and also on the county Website. John B, second by Vince, motioned to approve the agenda as mailed. The minutes were approved in a motion by Lester and seconded by Bob with the correction that John Patcle was omitted from last month’s minutes but was present at the meeting. All above motions carried. Old Business: Hazard Mitigation Update. Jessica Schmideike spoke about the process of completing the draft of the All - Hazard’s Mitigation Plan for Grant County. She explained where we stand in the system. She mentioned that the draft plan will go to Wisconsin Emergency Management first and then onto FEMA. Once each of them has taken a look and made comments, the plan will be brought before the entire county board for approval. The Grant County Health Department has also added a section to the plan. Arrangements will be made with committee members to receive a copy of the draft plan so that they can review it prior to next month's meeting. Steve passed around a sheet showing all the AFG grants that were submitted last month. Awards are expected to beg in in December or January. Steve discussed regional grants that were submitted for the update of our county radio system, as well as a training grant to provide classes through SWTC. Question about why Lancaster FD was requesting an aerial truck through the program. Steve noted that the existing truck was purchased used from the Town of Madison and is a 1978. LFD believes their greatest chance of receiving a grant through the program would be to replace this aging truck. Question about grants written for Wauzeka Fire Department. Steve explained that Wauzeka is a key mutual aid partner, and that we benefit in Grant County if they are awarded equipment in the event of a major incident or disaster. Steve also noted that Wauzeka firefighters donate a considerable amount of time maintaining emergency management equipment for Grant County such as generators and vehicles which substantially exceeds the time he spends on grants for them. Steve stated that he also wrote a grant for the Scales Mound, Il. Fire Department, which headquarters the Jo Daviess -Grant Hazardous Materials Response Team, for equipment that would benefit the region in the event of a chemical spill. New Business: Steve passed around photos and discussed the Muskets and Memories Civil War Reinactment in Boscobel. There were over 1000 people who participated and many spectators. More than 25 EMT’s from around the state come together each year to assist Boscobel EMS with medical care. GCEM provided tents, radios and the GEM medical cart. Steve noted that the event serves as a good test for us each year, to get out emergency response equipment that needs to be inspected and maintained. Drought Disaster Declaration was discussed. All assistance to farmers is provided through the USDA and Jerred Reuter is the local contact. Steve noted that the SBA will be providing emergency loans for the non-farm businesses that are impacted. Since Grant County has such an ag-based economy, this aid could assist some businesses and non-profits with assistance. All of this aid for businesses is in the form of low-interest loans that would eventually have to be paid back. 2013 Public Property & Computer Request: Steve noted that the department has done well procuring needed equipment through grants and federal surplus, and will not be submitting a public property request for 2013. For the computer request , we are requesting two sets of Microsoft Office software for use on two new computers. The computers will be provided through a state grant, but we are responsible for the software. Motion by Vince, second by Lester to approve that the request be sent to the Public Property Committee. Motion carried. Grants: No other grants are being considered at this time. Public Forum: None Motion to approve bills by Vince, second by John B. Motion Carried.
