HomeMy WebLinkAboutEM January2012GRANT COUNTY EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster WI 53813 January 23, 2012 The Grant County Emergency Management/Disaster Services Committee was called to order January 23, 2012 at 10:00 a.m. by Chairman John Patcle. The following members and personnel were present: EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: Larry Wolf, Steve Adrian, Lester Jantzen, Robert Scallon, Vincent Loeffelholz and Patrick Schroeder GUESTS: Steve Braun, Emergency Government, Sheriff Keith Govier, Grant County Sheriff’s Department, Chief Deputy Jack Johnson, Grant County Sheriff’s Department, Grant County Coroner Ron Sturmer, Kelly Bird, Grant County Sheriff’s Department, Robert Middendorf, WGLR, Carla McAndrew, Grant County Maintenance Director, Mark Roffers and Jessica Schmiedicke of Vande Walle and Associates and Julie Loeffelholz, Recording Secretary. --------------------------------------------------------------------------------------------------------------------------------- Meeting was called to order by Chairman John Patcle. Steve Braun verified the agenda has been posted by the County Clerk at the Administration Building, Courthouse, and also on the county Website. Steve, second by Vince, motioned to approve the agenda as mailed. The minutes were approved in a motion by Lester and second by Pat. All above motions carried. The Monthly Director’s Report was given by Steve Braun. Under Old Business Steve discussed AFG grants. The award process has started. Awards to Grant County include a regional grants for radios, repeaters and pagers sponsored by Bloomington Fire Department ($304,710), a regional grant for props for the SWTC training facility ($105,495), and a new heart monitor/12 -lead EKG machine for Dickeyville EMS ($26,600). A grant was also received to update the county's fire and EMS paging system ($180,400). The paging system was down for about 3 hours last week due to a burned out circuit board. Question about paging signal and issues in places around the county. Steve responded that the RFP’s will explore the possibility of moving the south transmitter to a different tower to assist with issues seen in the southern half of the county. Additionally, there are some issues for Montfort and Woodman. Question, will the money be different than originally planned. Steve responded that it is hard to say until the final proposals come in, but prices were researched when the grant was written a few months ago so it should be clo se. Steve passed around photos of two new trucks brought into the county through AFG grant applications. They include the Stitzer mini -pumper which replaced an old army jeep brush truck and Patch Grove’s new pumper which replaced a 1964 engine. Under New Business, Steve introduced Mark and Jessica who provided information regarding the updates to the All -Hazards Mitigation Plan. They talked about the timeline which includes input from the EMDS Committee and local elected officials. Members of the committee also participated in a Goals exercise to determine what the priorities are. Steve discussed the Wisconsin Hazardous Materials Response Team System realignment. He provided information to members about how the system will change how HAZMAT response is handled throughout the state. Grant County has been approached as a potential site of a "regional" level 3 hazmat team, responding to spills in our own county as well as parts of Crawford, Iowa, and Lafayette counties. Steve reiterated that even if the team would become a state resource, he wishes to keep up our existing relationship with the Jo Daviess County HAZMAT team and will keep the committee updated as to any new developments with the state. Grants: No grants are being considered at this time. Public Forum: None Motion to approve bills by Robert, second by Vince. Motion Carried. Motion by Robert, second by Lester to adjourn the meeting until February 13, 2012 at 10:00 a.m. in the lower level of the Law Enforcement Center.
