HomeMy WebLinkAboutJanuary 2013GRANT COUNTY EMERGENCY DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 January 14, 2013 The Grant County Emergency Disaster Services Committee was called to order January 14, at 10:00 a.m. by Chairman Larry Wolf. The following members and personnel were present: EMERGENCY DISASTER SERVICES COMMITTEE: Pat Schroeder, Vincent Loeffelholz, John Patcle, John Beinborn, Lester Jantzen, and Bob Scallon. GUESTS: Sheriff Nate Dreckman, Chief Deputy Jack Johnson, Steve Braun, Emergency Government and Kelly Bird, Recording Secretary. Steve Braun verified the agenda had been posted at the County Clerk’s office and Courthouse by Linda Gebhard and it was also posted on the county website. John B. second by Vincent approved the agenda as mailed with the correction of the year to 2013. Bob second by Lester approved the minutes from the previous meeting. The bills were approved in motions by John B. and seconded by Vincent. All above motions carried. There are no Public Comments to discuss at this time. Under Director’s Report Steve Braun notified the committee on a fire that occurred at Orchard Manor. Orchard Manor Staff did a good job following the fire plan. Emergency Government is working with Stitzer and Glen Haven Fire Departments to assist them in finding funding for First Responder Units. They have also asked him to help with operational plans and some of the technical aspects. There were some questions on the funding for these units. Under Old Business the Hazard Mitigation Plan was completed and turned in to Wisconsin Emergency Management with the revisions they requested. Once approved by the state, it will go to FEMA for approval, and then to the County Board for adoption. Glen Haven is the first to receive an Assistance to Firefighter Grant this year. They received $17,375 for the purchase of firefighing equipment including new hose, nozzles, valves, and ventilation saws. More grants will be coming soon. The new simulcast paging system is close to being finished. The switch over only took a couple of hours. There are still some issues with coverage in Cuba City and some issues with the Platteville 9-1-1 center's link to the system that need to be worked out, but overall nearly all communities are reporting a stronger and clearer signal. Engineers will continue to fine-tune the system. Narrowband project is still being worked on. Under New Business Steve announced that Julie Loeffelholz has accepted the position of Director for Emergency Government in Outagamie County. The vacant position has been posted and he would like permission from the committee to fill the position. The jo b description was passed out and discussed. The position is partially funded by the Federal Government. Steve discussed the importance of this position and its need for being posted as full-time and not LTE. Sheriff Dreckman also discussed the how important this position is. Emergency Government saves Grant County a lot of money every year and this requires a lot of paperwork which cannot be done with only one full-time employee. Steve presented a letter notifying the Village of Potosi that they have received a check in the amount of $175,000.00 for flood damage as an example of how having a strong emergency management program benefits our communities. Motion by Pat, seconded by John Patcle to not fill the position. Two members voted yes on not filling the position with five members voting no. It was motioned by Lester and seconded by Vincent to fill the full-time position. Five members voted yes and two members voted no. Motioned carried. Steve handed out information on the 46th Annual Governors Conference on Emergency Management in March, and invited anyone from the committee that was interested in attending It was motioned by Lester and second by John B to adjourn to February 11, 2013 at 10:00 a.m. Motion carried.
