The Grant County Emergency Disaster’s Services was called to order June 8, 2015 at 10:00 a.m. by
Chairman Bob Keeney. The following members and personnel were present:
EMERGENCY DISASTER SERVICES COMMITTEE: Lester Jantzen, Gary Ranum, Bob Scallon, Pat Schroeder
and Mike Lieurance. John Patcle asked to be excused.
GUESTS: Steve Braun, Emergency Government; Tonya White, Recording Secretary; Jacob Lindauer,
Emergency Government Intern; Ron Sturmer, Grant County Coroner; Kelly Bird, Grant County Sheriff’s
Office and David Timmerman, Grant County Herald Independent.

Steve Braun verified the agenda has been posted by Linda Gebhard and it was posted on the county
website. Pat second by Lester approved the agenda. Bob second by Pat approved the minutes. Lester
second by Mike approved the bills. All above motions carried.
Public Comments: None
Director’s Monthly Report: Steve passed out and discussed search and rescue stickers that will be
implemented county wide. The stickers were talked about at last month’s county fire chief’s
association meeting and the fire chiefs all agreed to use them. The stickers came about from lessons
learned at the Platteville tornado. There will no longer be a need to use orange spray paint on houses to
show that they have been searched for victims following major damage. In Platteville there were a few
cases where the roof was just taken off the house or the house was brick and you didn’t want to spray
paint the house. Our office will be printing the stickers for the fire departments and they will be
purchasing the stickers from our office. Our office will also be printing new stickers to mark houses
during an emergency evacuation such as a chemical spill or an incident involving the railroad. They are
a 2-sticker system; the fire departments can take one of the stickers and place it on the front door of the
house and the resident can keep the other sticker that reminds them what to take in case of an
emergency event.
Steve introduced our intern for the summer. His name is Jacob Lindauer.
Our office is also working with the Grant County Firefighter’s Association, Grant County EMS Association
and Grant County MABAS Association to help with merging the three associations. At all three meetings
the agenda is basically the same. Merging the three associations will cut down on the amount of
meetings everyone is attending but it will be difficult because there is a lot of history with all the
associations.
Old Business: None
Under New Business Steve talked about the contract for the Hazardous Materials Response Team that
was included in the packet. Under the new contract the Hazardous Materials Team will be receiving
$15,000 for the year. Steve has already had Corporation Council look at the contract and he felt it
looked good. Mike motioned second by Lester to approve the contract for the Hazardous Materials
Response Systems Services. Motion carried.
Also under New Business Steve spoke about the commodity flow study we are partnering with Richland
County on. The study will help us identify the hazardous chemicals that are moving through the area by
rail, river and highway. The rail part of it will be easy because the railroad should provide us with that
information. The highway part will be more complicated and will involve people going out and sitting at
the major highways recording placarded vehicles. The goal of the study is to help us identify what is out
there in the communities so we can better prepare for it. Other counties had some surprises when they
did the study. This study will also give us an idea on equipment to purchase for the hazmat team. There
will be no cost to Grant County. All the costs of the study will be covered under the grant that Richland
County received.
Under New Business Steve talked about the opportunity our office had to purchase a former coach bus
previously owned by FEMA as a new command post. It was purchased through the Federal Surplus
program in Waunakee. Mechanically the bus is in good condition. The hazmat team purchased the bus
so there are no county monies spent on it. The cost of the bus was a $12,600 "transfer fee" which is
very reasonable considering the bus is easily worth around $50,000 to $60,000. The vehicle will be
useful to get the key decision makers from each agency on scene of a hazmat call or other major
incident to coordinate in one area. The bus will be available next month for the committee members to
look at. The old command post vehicle, which is no longer economically repairable, will be sent to
auction once equipment is removed.
