The Emergency Management/Disaster Services Committee was called to order April 11, 2016 at 10:00
a.m. by Chairman Bob Keeney. The following members and personnel were present:
EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: John Patcle, Bob Scallon, Lester Jantzen,
Pat Schroeder, Mike Lieurance and Gary Ranum.
Guests: Steve Braun, Emergency Government; Tonya White, Recording Secretary; Ron Sturmer, Grant
County Coroner; Joyce Roling, Grant County Personnel Director and David Timmerman, Grant County
Herald Independent.

Steve Braun verified the agenda had been posted by Linda Gebhard and it was posted on the county
website. John second by Mike approved the agenda. Pat second by Gary approved the minutes. John
second by Bob S. approved the bills. All above motions carried.
Public Comments: None
Director’s Monthly Report: Severe weather awareness week is this week. The tornado drill will be done
twice this year. One will take place at 1:45 p.m. and the second one will take place at 6:55 p.m. The
new evening drill will give families a chance to practice. Our office will be doing social media releases
every day this week. We will also be doing a few public speaking presentations on preparedness.
Monday, April 18th will be the weather spotter training. Steve has also been working with department
heads to get alert receivers in every county building.
Our office will also be offering a damage assessment workshop for municipalities in May. We are
looking at doing one in the afternoon and offering another in the evening.
We are also working on participation in a statewide drill that will be taking place in June at Volk Field.
The Technical Rescue Team and Hazmat Team will be playing a role in the drill.
We are also working on offering an 8 hour Flammable Liquids Training that will be held at the Cassville
Fire Station in September.
With the new medical helicopters in the area there has been a change for area emergency crews. We
have been discussing doing a pre-plan for landing zones to make it easier at emergency scenes.
Under Old Business Steve stated that Cassville was awarded their payment of $19,194 last week and
Lancaster was given their payment at the end of March. Both applications have been completed and are
now closed out.
Also under Old Business Steve explained that the Port Security Grants were not available to Potosi and
Bagley. The only applicants are those departments that provide security and protection to a MTSA
regulated port facility. The only one we have in our county is in Cassville. Cassville Fire is looking at a
regional grant for a foam trailer but Steve feels this would be better suited for an AFG grant. Our office
will keep working with Bagley and Potosi to find a way to help pay for boats.
Also under Old Business Steve said the FEMA Hazard Mitigation Grant is in progress. He is working with
vendors for a cost estimate to update the county's hazard mitigation plan, which is required every five
years. Based on the last update, the costs for the project will likely be around $50,000. Once there is a
better understanding of the proposed cost it will be brought before the County Board.
Under New Business Steve summarized the Commodity Flow Study that was recently conducted in
coordination with the Richland County LEPC. The study talks about transportation routes in the county.
The full study will be presented to the LEPC this summer. This study will be a tool used to help pre-plan
for an incident.
Lester moved second by Mike to go into closed session per state statue 19.85 (1) (c) regarding annual
employee performance appraisal for the position of Emergency Management Director. The closed
session included Mike, Bob K., Bob S., Pat, Lester, Gary, John, Steve and Joyce. Roll call vote resulted in
a carried motion.
Pat second by Bob S. moved to return to open session. Motion carried.
It was motioned by Lester second by John to adjourn to May 9, 2016 at 10:00 a.m. Motion carried.
