HomeMy WebLinkAboutEmergency May 2016EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 May 9, 2016 The Emergency Management/Disaster Services Committee was called to order May 9, 2016 at 10:00 a.m. by Chairman Bob Keeney. The following members and personnel were present: EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: Lester Jantzen, Mike Lieurance, Gary Ranum, John Beinborn, Ron Coppernoll and Don Splinter. Guests: Steve Braun, Emergency Government; Tonya White, Recording Secretary; Kelly Bird, Grant County Sheriff’s Office. _____________________________________________________________________________________ Steve Braun verified the agenda had been posted by Linda Gebhard and it was posted on the county website. Lester second by Mike approved the agenda. John second by Gary approved the minutes. Mike second by Ron approved the bills. All above motions carried. Election of Officers: There was some discussion and Bob has spoken with Corporation Council about electing officers to serve for both committees and combining agendas in the future. It would cut down on postings and mailings. The last two terms the committees were combined except for chairmanship. Bob was not opposed to having the same chairman for the committees and he does not have to serve as Chair. Corporation Council did say that Statue allows for County Board Chair to exert all his authority and declarations without being Chair of the Emergency Management/Disaster Services Committee and the County Board Chair can appoint the Chair of this committee. In the past it was always stated the County Board Chair needed to be the Chair of this committee. In the research that Bob has done and the conversations that Steve and Bob have had Bob does not have to be the Chair. The Statue does specify that the County Board Chair does have control over who the Chair is. It is appointed by the County Board Chair. The committees are already combined according to the rules so there is no need for a motion to combining the committees. Bob will conduct the election of officers for this committee and then appoint the Chair that was elected for Law Enforcement as the Chair of this committee. Nominations were opened for Chair. Mike nominated Gary. Don nominated Mike who declined the nomination. Motion by John, second by Ron, to close the nominations and cast a unanimous vote for Gary. Motion carried on a voice vote without negative vote. Nominations were opened for Vice-Chair. Don nominated John. Motion by Lester, second by Gary, to close the nominations and cast a unanimous vote for John. Motion carried on a voice vote without negative vote. Nominations were opened for Secretary. John nominated Lester. Motion by Mike, second by Ron, to close the nominations and cast a unanimous vote for Lester. Motion carried on a voice vote without negative vote. Bob appointed Gary to be the committee Chair for Emergency Management. Public Comments: None Director’s Monthly Report: We have been gearing up for our busy season. The statewide Tornado Drill went fairly well. We had a few issues with storm sirens. Cuba City’s stuck on and they are still troubleshooting the issue. Stitzer has a new controller and Woodman got rid of their storm siren. There was mostly good feedback with the evening tornado drill. We have also been repairing alert receivers that have not been working properly. Our office is working with the Health Department to sponsor Incident Command classes in June and July. We applied for the Hazmat and Computer Grant. We had hoped to purchase a thermal imaging camera for the drone but were told it cannot be funded through the grant. We will be looking for other grants to fund the camera. We put a majority of the money to purchase foam and gas meters. We applied for the mitigation funding. Steve explained what the Hazard Mitigation plan does. That grant will have to go to the County Board for approval at the next meeting. The Technical Rescue Team and Hazmat Team will have a group going the statewide exercise that will be held at Volk Field in June. This week long exercise will be a good test for collapse rescue. Steve took two boat motors to Mt. Horeb to be sold on Wisconsin Surplus Online Auction. He will also be taking a trailer full of equipment to sell in the next few months. Old Business: None New Business: Steve discussed the damage assessment forms that our office uses during a disaster. With Grant County being one of the most disaster prone counties in the state we have had the most Federal Presidential Declarations in the last twenty years. Disaster aid is very important and can be millions of dollars for municipalities. Damage assessment is done immediately. Our office is required to fill out a UDSR (Uniform Disaster Situation Report) form and send it to the state. This number helps the Governor know if they will be requesting FEMA (Federal Emergency Management Agency). Steve explained how the county and state threshold works with the damage assessment. During a storm we are gathering information that is coming into the 911 Center. It takes a while for us to find out the scope of the situation. We rely heavily on people out in the field and township officials. If FEMA comes we have about a week to get solid numbers for the PDA (Preliminary Damage Assessment) site visit. We have a new form that we will be using for those visits. The Wisconsin Disaster Fund shows documentation during a disaster. Municipalities need to document what worker was operating the machinery and for how long. If they do not have this information they will not get reimbursed. Private contractors do not have to keep track of the information as closely. Individual Assistance is a political process and usually requires 25 homes majorly damaged or destroyed before FEMA will step in. We have volunteers go through the damaged area to gather what information they can within 24 hours of the disaster. We have the volunteers leave the Residential Detailed Damage Assessment form with the home owner for them to fill out and return. If a family is in need of assistance we will assign a case worker for the family to work with. Respectfully Submitted, Tonya White, Recording Secretary
