HomeMy WebLinkAboutEmergency Minutes November 2015EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 November 9, 2015 The Emergency Management/Disaster Services Committee was called to order November 9, 2015 at 10:00 a.m. by Chairman Bob Keeney. The following members and personnel were present: EMERGENCY MANAGEMENT/DISASTER SERVICES COMMITTEE: Gary Ranum, Mike Lieurance, Pat Schroeder, Lester Jantzen, Bob Scallon and John Patcle. Guests: Steve Braun, Emergency Government; Tonya White, Recording Secretary; Kelly Bird, Grant County Sheriff’s Office, Sheriff Dreckman, Grant County Sheriff’s Office, Chief Deputy Jack Johnson, Grant County Sheriff’s Office and Ron Sturmer, Grant County Coroner. _____________________________________________________________________________________ Steve Braun verified the agenda had been posted by Linda Gebhard and it was posted on the county website. Pat second by Gary approved the agenda. Gary second by Mike approved the minutes. John second by Mike approved the bills. All above motions carried. Public Comments: None Director’s Monthly Report: This weekend there were two train derailments in the State of Wisconsin. There was one on Saturday in Alma that leaked around 20,000 gallons of ethanol. Yesterday there was one in Watertown that leaked around 1,000 gallons of crude oil. Steve did a phone interview with WKOW yesterday. During the interview he explained that we are in a better place now than what we were a few years ago with the regional hazmat team and resources that have been purchased like the drone. The railroad has purchased a floating boom and trained several members on how to set up a dike. There are still several shortcomings such as foam. We are hoping to put away hazmat money to help with the purchase of more foam. Another shortcoming that we have is advanced training that is done locally. There is a good advanced training in New Mexico but volunteer fire fighters have to use vacation time in order to take the week long training. We are looking at ways to get the advanced training in this area. Also under Director’s Monthly Report Steve discussed a Winnebago that has been purchased using Hazmat funding. The Winnebago is an open shell and will be outfitted to replace the existing red rehab van. This will be used for rehab at fire scenes and will also assist the hazmat team during calls in inclement weather. The work will be minimal with putting in a rubber floor and bench seating and very likely adding restroom to the back. Our office has also been working on getting things cleaned up and ready for winter. There is a trailer full of items that will be going to auction in the next few weeks. September 30th was the end of the fiscal year so we have been working on getting all the paperwork in order. We also had a table at Elderfest and Steve did a presentation at SWTC on disaster preparedness. Under Old Business Steve talked about the June Storms and the update on the request for state disaster assistance. WEM has hired a new Wisconsin Disaster Fund Coordinator to fill a position that has been vacant for a while. The state has not paid out any claims yet. The new coordinator will be reviewing the applications shortly. Also under Old Business Steve talked about being asked to look into the potential of combining the Law Enforcement and Emergency Management committees. Wisconsin Emergency Management believes it is permissible to combine committees, as long as we meet the requirements set forth in Chapter 323. If we do combine it was suggested that Emergency Management needs to be included in the committee's title. Chapter 323 does require that the chairman of the Emergency Management committee be the county board chair or be appointed by the county board chair. Under New Business Steve talked about the 2015 AFG grant period. The grants should be opening in the next few weeks. The program has not changed much but the reporting of statistics has changed substantially. Our office has started working on the grants already. The closing date should be close to Christmas. Also under New Business Steve talked about an AFG grant application for the county radio infrastructure. We are looking at applying for a grant to monitor the existing radio system. Right now we do not have anything that monitors the system. We do not know when equipment has failed until a fire or EMS department calls us with an issue. We also are in need of generators for two tower sites (Queen B--Lancaster and Happy Corners--Dickeyville). Steve is working to obtain cost estimates from radio vendors but suggested the grant could be in the $70,000 range with a 20% match.
