HomeMy WebLinkAboutLEPC Dec 12 2022 minutesGRANT COUNTY EMERGENCY MANAGEMENT/LOCAL EMERGENCY PLANNING COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING AND ZOOM Lancaster, WI 53813 December 12, 2022 The Grant County LEPC meeting was called to order December 12, 2022 at 3:00pm by Chairman Jerry Wehrle. The following members and personnel were present: LEPC COMMITTEE: Jeff Kindrai (Zoom), Robert Keeney (Zoom), Ronald Data, Steve Tranel, Jerry Wehrle, Steve Braun, Chris Johll (Zoom), Jason Wagner, Christal Foreyt (Zoom), Travis Klaas Others Present: None. Braun verified the agenda had been posted by the County Clerk at the Administration Building, Courthouse and county website. Tranel, second by Braun, motioned to verify the meeting was posted in compliance with the Open Meetings Law and to approve the agenda as posted. Motion Carried. Motion by Wagner, second by Braun, to approve the minutes of the September 2021 meeting. Motion Carried. Public Comments: None Emergency Management Report: Braun gave a brief update of the operations of the emergency management office, hazmat team and training, and regional grant projects. Wagner presented the EPCRA plans that were updated this year, which had been emailed out in advance of the meeting for members to review. The plans included the Countywide Strategic Plan as well as plan updates or removals for: Farm & Fleet of Platteville; Wal-Mart #958; Truvant-North; Truvant-South; B-L Agri Sevice, INC.; New Horizons Supply Cooperative-Patch Grove; New Horizons Supply Cooperative-Blue River; New Horizons Supply Cooperative-Fennimore; Grant Regional Health Center; Durr Universal Inc.; Bard Materials Dickeyville; Ferrellgas, INC; Southwest Health Center; Southwest Health Center – North Elm Street Location; New Horizons – LP Plant – Lancaster; Fennimore Power Plant; Fennimore Salt Shed. Motion to approve the plans as presented by Tranel, second by Wagner. Motion Carried. There are no pending hazardous materials response claims for the Grant County LEPC. There will be claims for the Jo Daviess County LEPC to review for incidents that occurred in Illinois over the past few months. Braun reviewed the procedures for hazmat response expenditure submission. Motion by Foreyt, second by Keeney, to approve the procedures as they are with no changes. Motion Carried. Braun discussed the designation of the LEPC compliance inspector. Motion by Kindrai, second by Data to continue to designate Wisconsin Emergency Management EPCRA Compliance as our inspector. Braun discussed the LEPC bylaws, noting they were last updated in 2019. Motion to leave the bylaws as they are by Kindrai, second by Foreyt. Motion Carried. Braun discussed procedures for handling 311/312 files (facility reports for extremely hazardous chemicals), which are now all online in the state WHOPRS system, procedures for receiving 304 reports (which relate to chemical releases at facilities), and processing public requests for information (which are handled in conformance with Grant County’s public records policies). Tranel, second by Keeney, motioned to continue with existing practices. Motion Carried. Braun reviewed the hazmat team capability update. Election of Officers. Motion by Data, second by Kindrai to leave the LEPC officers as they are for 2023. Officers are Jerry Wehrle, Chairperson; Robert Keeney 1st Vice Chair; Steve Braun, Community EM Coordinator; Chris Johll, Coordinator of Information; Jason Wagner, Administrative Coordinator. Motion Carried with all in favor. Braun mentioned that he would like to see a more comprehensive LEPC meeting this summer, which will focus less on plan approval and more on the history and purpose of the LEPC, as well as highlighting our hazardous materials response team and some of the equipment maintained by the team and the emergency management department. Motion to adjourn by Kindrai, second by Wagner. Motion Carried.
