HEALTH AND HUMAN SERVICES COMMITTEE
May 9, 2024
The Health and Human Services Committee met on Thursday, May 9, 2024 at the Administration
Building, 111 S. Jefferson Street, Lancaster, WI 53813 in Room 264, Second Floor.
Members present: Gary Ranum, Adam Day (z), Rick Sanson, Carol Beals (z), Diane Nelson, Fred Naatz,
Director of Grant County Social Services , Jeff Kindrai, MSPH, RS/Health Officer, Amy Miller, Health
Department, Mary Kay Logemann, Citizen, Rich Dhyanchand, Citizen; Excused from meeting Neil Martin.
The meeting was found to be in compliance with the open meeting laws. Diane Nelson made a motion
to approve the order of the agenda, second by Rick Sanson motion carried.
The meeting was called to order at 9:00 a.m. by Chair Gary Ranum.
Social Services Minutes April 3, 2024: Gary Ranum made a motion to approve DSS minutes; Adam Day
seconded the motion, the motion carried.
Citizen Comments- None
FINANCIAL REPORTS:
Jeff Kindrai gave a summary of the Health Department Vouchers for January, February, March: The
Board reviewed the Voucher Accounts.
Rick Sanson made a motion to accept the Health Department reports with the adjustments of agenda
correction, seconded by Adam Day. The motion was approved.
Fred Naatz gave a summary of Social Services Administrative Report: The DSS Administrative Report
was reviewed.
CORRESPONDENCE: Fred stated Social Services received a 1,000 donation from the Grant County Thrift
Shop for Camperships.
ADMINISTRATION – GENERAL:
Introductions/exchange of information on past professional experience of board members and Directors:
All shared their bios.
Discussion and confirmation of committee and departmental relationships and mutual standard
operating procedures: Gary asked the Directors what their expectations were. Jeff stated he did not
have any in particular. Jeff stated there is a meeting in June where they would need to have medical
professional in attendance, Jeff stated he reached out to Dr. Martin and the June meeting would have to
be in the evening. Jeff stated he looks forward to the opportunity of the two Departments collaborating
together.
Fred explained the Social Services board responsibilities under an administrative coordinator system
versus a County Administrator. Fred’s understanding is until we have a County Administrator the Health
and Human Services Board operates under the statutes as if we do not. When the county has a County
Administrator the responsibilities will be a lot less. Fred stated he has a list showing the comparisons.
Gary Ranum explained what his thoughts of what the roles are of the committee/board. Discussion on
how the board will operate after a County Administrator is hired. Carol Beals asked if there was a
structure as to how this committee would be meeting. Bob Keeney stated finances for both
Departments would be gone over at every meeting, discussion on day and time of this meeting.
Request to refill Health Department vacancies – Jeff Kindrai requested refilling the Administrative
Assistant II position.
Mary Kay Logemann made a motion to approve refilling the Administrative Assistant II position; Rick
Sanson seconded the motion, the motion carried.
Request to refill Social Services Economic Support Specialist position – Fred explained what the Economic
Support Specialist positon was. Fred requested to refill this position.
Diane Nelson made a motion to approve refilling the Economic Support Specialist position; Rick Sanson
seconded the motion, the motion carried.
Request to develop a list of potential social work applicants - Fred is requesting to compile applicants for
the Social Work position. The funding is there to advertise; discussion on the concerns of developing a
list of applicants.
Carol Beals made a motion to approve developing a list of potential social work applicants; Rick Sanson
seconded the motion, the motion carried.
ADJOURMENT- At 11:00 AM, Diane Nelson made a motion to adjourn until June 13th, 2024 at 5:30 pm,
which was seconded by Rick Sanson. The motion carried, the meeting was adjourned.
