August 23, 2022

PRESENT: Carol Beals; Robert Keeney; Mary Kay Logemann; Jeff Kindrai; Amy Miller; Diane

Absent: Brandon Snyder; Dr. Matt Andrews
Call to Order: Diane Nelson called the meeting to order at 5:30pm.
Open Meeting Law Certification: The agenda and amended agenda was posted online, sent to the
news media and posted in county buildings.
Approval of Agenda: Carol Beals made a motion to approve the agenda, second by Elias Cox.
Carried
Approval of Minutes (06/28/2022): Brian Lucey made a motion to approve the minutes from the
June meeting as presented, second by Mary Kay Logemann. Carried.
Public Comments: None
Request to Provide Information to Board Relating to Wind Turbines – Dr. Gloria Belken: Dr.
Belken spoke. Some additional information was forwarded to Board members via email
Vouchers The July voucher total was incorrect on the summary (The report total was correct. This will
be corrected) Elias Cox made a motion to approve the vouchers for June and July, second by Carol
Beals. Carried.
Monthly Financial Reports: The monthly financial reports for June and July were reviewed. The
Education account had a formula error in the spreadsheet and the amount remaining was not correct
(The percent remaining was correct and the spread sheet will be fixed.). Elias Cox made a motion to
approve the June and July financial reports, second by Brian Lucey. Carried.
Seminar and Training Updates: The June and July updates were reviewed.
2023 Budget: The 2023 budget was reviewed. Some updates will be needed as more information is
received. Motion by Carol Beals to approve the 2023 Draft budget, second by Diane Nelson. Carried
Request to increase Credit Card Limits Due to Price Increases and Changes in Billing:
Discussion occurred. Motion by Carol Beals to increase the credit card limits to $10,000 and to refer
to Executive Committee for consideration, second by Diane Nelson. Carried
Staffing Requests and Updates:
• Permission to re-fill Health Nurse BSN (Public Health Nurse) Position(s)
Motion by Carol Beals to Fill the vacant Health Nurse BSN (Public Health Nurse)
positions, second by Elias Cox. Carried
• Request to approve step increases for remaining PH Nurses and Nursing
Compliance and Quality Coordinator effective first full pay period in September
Fiscal Impact: Absorbed out of Public Health Budget.
Motion by Mary Kay Logemann to recommend moving the two remaining Public Health
nurses up 3 steps and to move the Nursing Compliance & Quality Coordinator up two
steps and to refer the request to the Executive Committee for consideration, second by
Carol Beals. Carried.
Director’s Report: A report was given on COVID-19 cases in Grant County. A report was given on
community testing. An update on COVID-19 vaccination was given.
A report was given on Monkeypox
There will be a Clean Sweep September 23 and 24th 2022
Assistant Director’s Report: The Hospice survey was completed. It went very well.
The Home Nursing Survey is due in February
The new OASIS E assessment is coming in January 1, 2023
Payment reform is expected
