PRESENT: Carol Beals; Robert Keeney; Mary Kay Logemann; Jeff Kindrai; Amy Miller; Diane
Nelson; Elias Cox; Dr. Neil Martin; Gary Ranum
Absent: Dr. Matt Andrews; Brian Lucey
Call to Order: Diane Nelson called the meeting to order at 5:32pm.
Open Meeting Law Certification: The agenda was posted online, sent to the news media and
posted in county buildings.
Approval of Agenda: Elias Cox made a motion to approve the agenda striking “Approval of an
Additional Week of Vacation for a Qualified Public Health Nurse Applicant” due to applicant declining
the position due to pay, second by Gary Ranum. Carried
Approval of Minutes (02/28/2023): Mary Kay Logemann made a motion to approve the minutes
from the February meeting as presented, second by Carol Beals. Carried.
Public Comments: None – A request was received for the June Board of Health meeting.
Vouchers Elias Cox made a motion to approve the vouchers for February and March, second by
Carol Beals. Carried.
Monthly Financial Reports: The monthly financial reports for February and March were reviewed.
Gary Ranum made a motion to approve the financial reports, second by Elias Cox. Carried.
Seminar and Training Updates: The February and March updates were reviewed.
Staffing Requests and Updates:
Request to offer stipends using LHD ARPA funding: After a lengthy discussion Carol Beals made
a motion to approve a $2,500 stipend for all Health Department employees with proration for part time
staff and to forward the request to the Executive Committee for consideration, second by Mary Kay
Logemann, Carried
Nurse Positions:
Creation of an Associate Degree Nurse Position in the Public Health Program: Elias Cox made a
motion to advertise an ADN RN position that can be assigned to the Public Health Program, second
by Diane Nelson. Carried
Creation of Part Time Public Health Nurse Positions: Gary Ranum made a motion to advertise for
Public Health Nurses (BSNs) 20-40 hours per week, second by Mary Kay Logemann. Carried
Director’s Report: The Health Department has been planning their flood response with Emergency
Management.
The last weekly update for COVID-19 will be May 12, 2023
Jeff Kindrai was re-appointed to the State Laboratory of Hygiene Board of Directors
There was a request by a member of the public to present information on wind turbines.
Assistant Director’s Report: The Home Nursing program is preparing to bring the billing back in
house in May.
The end of the public health emergency will result in some changes for Home Nursing and Hospice.
Adjournment: Elias Cox made a motion to adjourn, second by Diane Nelson, Carried
