JULY 13, 2010
Members present: John Beinborn, Vern Lewison, Grant Loy, Carol Beals, Vincent Loeffelholz, and John
Patcle. Others present were Hans Kostrau, Bob Schink and Bryan Wood, Extension Office.
The Economic, Tourism and Resource Committee met on Tuesday, July 13, 2010 at 1:30 p.m. in Room
266 second floor in the Administration Building, Lancaster, WI.
The meeting was called to order by Chair John Beinborn. Vince Loeffelholz, seconded by Grant Loy,
moved that the meeting was in compliance with the open meeting law. Motion carried.
Grant Loy, seconded by Vern Lewison, made a motion to approve the agenda. Motion carried.
John Beinborn, seconded by Vern Lewison, made a motion to approve the minutes with one correction.
That Mike Lisle and Associates would be buying a building in Platteville instead of Cuba City. Motion
carried.
Ron Brisbois, Economic Development Director, gave the committee an overview of the proposed
resolution that will be coming before the full County Board on July 20, 2010 for approval. Economic
Development is asking the County Board’s approval for $1,500,000 in CDBG-ED funds to be loaned to
the Wausaukee Composites. The funds will be utilized by Wausaukee Composites to purchase
manufacturing equipment and expand operations in Cuba City and retain 3 existing full-time jobs and
create up to 200 new jobs. Proposed activities must benefit low and moderate income individuals
through the creation and/or retention of jobs. The company will manufacture the cone structure on the
face of the turban windmills; construction is targeted to start in 2011.
Admissions Policy: The committee reviewed the Admission Policy for the Grant process. All in
agreement that the language is correct and reflects what the committee is looking for in rating the grant
applications.
Grant Applications: The committee reviewed the following grant applications:
1. Muskets and Memories For event expenses/advertising $2500.00
2. Film Festival New Event/event expenses $2500.00
3. Doll Museum Printing Brochures $ 600.00
4. Grant County Historical Society Printing Brochures $1000.00

5. Grant County Tourism Counsel Updates on web site, printing map $2000.00
6. Lancaster Chamber Commerce New Event/event expense $1500.00
Christmas Holiday on the Square
7. Great River Road Produce 4 post cards and
children’s activity book $1500.00
8. Jamison Museum Historic Re-enactment/Event exp. $2500.00
Committee reviewed the Grant Applications. There is $7700.00 in the Grant application Account that is
available to dispense. There was some question as to what funds had been dispersed or not been
dispersed since Paul Thares, Extension Comm. Resource Development Agent had left Grant County.
Bryan Wood, Interim Officer will be looking into an amount of $1150.00 that may still be available to
disperse to the applicants. The following amounts were agreed upon by the committee members to
award to the applicants at this time:
1. Muskets and Memories Asking amount of $2500.00, approved $1000.00
2. Film Festival Asking amount of $2500.00, approved $1000.00
3. Doll Museum Asking amount of $600.00, approved $600.00
4. Grant County Historical Society Asking amount of $1000.00, approved $700.00

6. Lancaster Chamber Commerce Asking amount of $1500.00, approved $1000.00

If the amount of $1150.00 is found to be still available than the committee has agreed to award the
follow applicants the additional amounts:
1. Muskets and Memories Award the additional amount of $250.00
2. Film Festival Award the additional amount of $250.00
3. Doll Museum No additional amount requited
4. Grant County Historical Society Award the additional amount of $50.00

6. Lancaster Chamber Commerce Award the additional amount of $250.00

Grant Loy, seconded by Vince Loeffelholz, made a motion to accept the funding as originally dispersed.
If additional funding is available, the committee will agree to add the additional allotments to the
appropriate selected candidates to complete the Grant Application process and disperse all available
funding. Motion carried.
Adjournment: Grant Loy, seconded by Carol Beals, made a motion to adjourn the meeting. Motion
carried.
