The Economic, Resource and Tourism Committee met on May 17, 2011 at 5:00 p.m. in Room
253 on Second Floor of the Administration Building pursuant to the last meeting of April 19,
2011.
Members present: John Beinborn, Vince Loeffelholz, Vern Lewison, and Grant Loy. Ron
Brisbois, Economic Development was present also.
The meeting was called to order by Chair John Beinborn. The County Clerk verified that the
meeting was in compliance with the open meeting laws, published in the Herald Independent and
posted in two places.
Vern Lewison, seconded by Vince Loeffelholz, made a motion approve the agenda. Motion
carried.
Vern Lewison, seconded by Grant Loy, made a motion to approve the minutes of April 19, 2011.
Motion carried.
Revolving Loan: Ron Brisbois, Economic Development, presented the Revolving Loan
Application for EMS-US Insulated Doors. EMS-US is an insulated door company that is
currently assembling components from Germany. They plan to expand and start manufacturing
and assembly of insulted doors in Cuba City.
The doors are stainless steel insulated doors used in the food storage and production as well as
the pharmaceutical industries. Companies such as Nu-Pak, Shullsburg Cheese and Hormel have
installed their doors, along the several cheese producers in Green County.
EMS plans to move all manufacturing and stamping operations from Germany to this location.
They are requesting $100,00 at a 3% rate, term of 10 years to purchase a building in Cuba City.
They plan to create 30 new jobs. They are currently located in Dubuque, IA.
The negotiations for the application are not final at this time. There is a site in Dyersville, IA
that they are also looking at. Ron is asking for approval from the Committee to go forward on
this application and bring it to the full County Board at a future time. Ron hopes to have an
accepted offer in June.
Vern Lewison, seconded by Vince Loeffelholz, made a motion to approve the Revolving Loan
application for EMS contingent on the acceptance of the Cuba City location and bring before the
full County Board for their approval at that time. Motion carried.
Executive Assistant: Ron Brisbois updated the committee on the hiring of a new Executive
Assistant for Economic Development. Six people were interviewed; Ron is waiting for
references to be contacted on a couple of the interviewed people.
Old/New Business: Discussion of a potential camp ground in Jamestown Township. Ron knew
of the situation but was not personally involved in the situation.
Adjournment: Vern Lewison, seconded by Grant Loy, made a motion to adjourn the meeting to
the call of the chair. Motion carried.
