November 8, 2011
The Economic, Resource and Tourism Committee met on November 8, 2011 at 8:45 a.m. in
Room 201 on Second Floor of the Administration Building pursuant to the last meeting of
August 30, 2011.
Members present: John Beinborn, Vince Loeffelholz, Vern Lewison, Carol Beals and Grant
Loy. Ron Brisbois, Economic Development and Todd Johnson, Extension Comm. Resource
Agent was present also.
The meeting was called to order by Chair John Beinborn. The County Clerk verified that the
meeting was in compliance with the open meeting laws, published in the Herald Independent and
posted in two places.
Vince Loeffelholz, seconded by Grant Loy, made a motion approve the agenda. Motion carried.
Grant Loy, seconded by Vern Lewison, made a motion to approve the minutes of August 30,
2011. Motion carried.
Revolving Loan: Ron Brisbois, Economic Development, presented two Revolving Loan
applications as follows:
1. Jones Auto Parts of Boscobel—NAPA Parts. Ryan Jones will be creating a new business in
Boscobel on Highway 61, a NAPA Auto parts store. Loan amount: $50,000, rate 3% term 7
years creating 5 new full time jobs. The RLF Committee has reviewed the application and the
financial materials provided by Ryan Jones from his other parts stores in Richland Center and
Prairie du Chien. They approve the $50,000 loan with a personal guarantee and a General
Business Security Agreement. Vern Lewison, seconded by Vince Loeffelholz made a
recommendation to bring this Loan Application before the full County Board for their
approval. Motion carried.
2. Gary David (Woodworking) – Potosi. Gary David is one of the founding members of the
Potosi Brewery Foundation and owns the former Potosi Bottling Building which is where he
will be constructing a new woodworking shop. He is moving his woodworking business
from Galena to this location in Potosi were he will do custom woodworks and projects for
businesses and residences. Loan amount is $20,000, rate 3%, term 7 years, creating 4-6 new
full time jobs. The RLF Committee approved the $20,000 loan with a personal guarantee and
a mortgage lien on property, Gary will use the loan for equipment and inventory. Vern
Lewison, seconded by Grant Loy made a recommendation to bring this Loan Application
before the full County Board for their approval. Motion carried.
Economic Tourism Resource application forms: Todd Johnson, Extension Office, went over the
current grant applications with the committee in an effort to make the applications easier for the
applicant to understand and to make sure they contain usable information to gather better
statistical information for future use. Todd’s goal is to direct the groups who apply to give better
financial information so the committee can generate the true economic impact to Grant County.
The information on the applications should help benefit both the County and the applicant for
historical tracking. The summary page proves to be one of the most important parts to this
process.
Todd will develop a calendar so the dates of the applications and time frames can be better
tracked for the committee.
CGI Review: Todd Johnson, Extension Office, presented the CGI Promotional website preview
to the committee.

Adjournment: Grant Loy, seconded by Vern Lewison, made a motion to adjourn the meeting
pursuant to the call of the chair. Motion carried.
